BILL NUMBER:S3709 TITLE OF BILL: An act to amend section 9 of part AA of chapter 60 of the laws of 2011 amending the environmental conservation law, relating to saltwater recreational fishing registrations, in relation to making permanent the registration requirements for recreational saltwater fish- ing PURPOSE: To make permanent the provisions for the registration require- ments for recreational saltwater fishing. SUMMARY OF PROVISIONS: Section 9 of part AA of Chapter 60 of the Laws of 2011 amending the Environmental Conservation Law, relating to saltwater recreational fishing registrations is amended to remove the December 31, 2013 expiration date to make permanent the provisions for the registra- tion requirements for recreational saltwater fishing. JUSTIFICATION:In 2009, the State broke 300 years of tradition and imposed a new license and fee for recreational saltwater fishing. Section 9 of part AA of Chapter 60 of the Laws of 2011 placed a two-year moratorium on the State's license fees and established a free registra- tion system for saltwater recreational fishing which is in compliance with the Federal Magnuson-Stevens Fishery Conservation and Management Reauthorization Act. It provided reciprocity for anglers licensed or registered in adjacent states who fish in New York's marine boundary waters. This moratorium is set to expire on December 31, 2013.

This act shall take effect immediately [and shall expire and be deemed repealed December 31, 2013]. S 2. This act shall take effect immediately.
