BILL NUMBER:S3957 TITLE OF BILL: An act relating to authorizing and requiring the board of regents to set acceptable standards for the issuance of diplomas to students who are homeschooled PURPOSE: To authorize and require the Board of Regents to set standards for the issuance of high school diplomas to home schooled students who complete a high school curriculum, and meet all of the preset standards for high school graduation by the local high school diploma granting authority. SUMMARY OF PROVISIONS: Notwithstanding any law, rule or regulation, the Board of Regents is authorized and required to set acceptable standards for the issuance of high school diplomas to students who are home schooled. The Board of Regents must insure and shall require that high school diplomas granted to students who are home schooled are acceptable Proof to all higher education institutions licensed and accredited to operate in New York State, of the successful completion of an approved course of learning up to the twelfth grade level. JUSTIFICATION: For all students who work hard and fulfill the required courses of study to complete a high school curriculum, a high school diploma is a universally accepted symbol of this achievement. To the student and his or her family, a high school diploma is much more than a document. It is an educational accomplishment that says a student

SMITH -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT relating to authorizing and requiring the board of regents to set acceptable standards for the issuance of diplomas to students who are homeschooled THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as "The Home- schooled Graduate High School Diploma Act". S 2. Notwithstanding any law, rule or regulation to the contrary, the board of regents of the state of New York is hereby authorized and required to set acceptable standards for the issuance of high school diplomas to students who are homeschooled. The board of regents must insure and shall require that such diplomas are acceptable as proof of completion of an approved course of learning up to the twelfth grade level by all higher education institutions licensed and accredited to operate in the state of New York. All diplomas issued pursuant to this act shall be equivalent in all regards to the generally-accepted high school diploma issued pursuant to the authority of the board of regents. S 3.
