BILL NUMBER:S5335 REVISED 5/17/13 TITLE OF BILL: An act to amend the mental hygiene law, in relation to powers of the office of mental health and the commissioner PURPOSE: To have the Commissioner of Mental Health, in consultation with the Commissioner of the Office of General Services and the Superintendent of the State Police, develop recommendations with regard to the placement of signage on infrastructure to discourage individuals from committing suicide. SUMMARY OF PROVISIONS: Section 1. Amends section 7.09 of the Mental Hygiene Law by adding a new subdivision (k) which provides that the Commissioner of Mental Health, in consultation with the Commissioner of the Office of General Services and the Superintendent of the State Police, shall conduct an assessment on the existing placement of signage on infrastructure in the State of New York to discourage individuals from committing suicide and issue a report with recommendations to the Temporary President of the Senate and Speaker of the Assembly no later than April 1, 2015. Section 7.09 of the mental hygiene law is amended by adding a new subdivision (k) to read as follows: (K)(1) THE COMMISSIONER SHALL, IN CONSULTATION WITH THE COMMISSIONER OF THE OFFICE OF GENERAL SERVICES AND THE SUPERINTENDENT OF STATE POLICE, CONDUCT AN ASSESSMENT OF THE EXISTING PLACEMENT OF SIGNAGE ON INFRASTRUCTURE TO DISCOURAGE INDIVIDUALS FROM SUICIDE AND ISSUE A REPORT WITH RECOMMENDATIONS ON THE PLACEMENT OF SUCH SIGNAGE TO THE TEMPORARY PRESIDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY NO LATER THAN APRIL FIRST, TWO THOUSAND FIFTEEN. (2) FOR PURPOSES OF THIS SUBDIVISION THE TERM "INFRASTRUCTURE" SHALL INCLUDE, BUT NOT BE LIMITED TO, BUILDINGS, BRIDGES, WATER TOWERS AND WIRELESS TELECOMMUNICATION TOWERS WHETHER PUBLICLY OR PRIVATELY OWNED.
