BILL NUMBER:S2926 TITLE OF BILL: An act in relation to authorizing the villages of Sag Harbor and East Hampton, county of Suffolk, to reduce the speed limits in certain cases PURPOSE: To authorize Village of Sag Harbor and the Village of East Hampton in the County of Suffolk, to reduce the speed limits in certain cases. SUMMARY OF PROVISIONS: Authorizes the Village of Sag Harbor and the Village of East Hampton to lower the speed limits to not less than 20 miles per hour when it is determined by each such district that implementation of specific traffic calming measures are not feasible on a particular designated highway within each such village. For the purposes of this act, "traffic calming measures" shall mean any physical engineering measure or measures that reduce the negative effects of motor vehicle use, alter driver behavior an improve conditions for non-motorized street users such as pedestrians and bicyclists. THIELE -- read once and referred to the Committee on Transportation AN ACT in relation to authorizing the villages of Sag Harbor and East Hampton, county of Suffolk, to reduce the speed limits in certain cases THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any law to the contrary, the villages of Sag Harbor and East Hampton, county of Suffolk are hereby authorized and empowered to lower the speed limit in such villages to not less than twenty miles per hour, provided that the village board of trustees of each such village makes a written determination that the implementation of traffic calming measures as such term is defined herein are not feasible on a particular designated highway within the village. For the purposes of this act, "traffic calming measures" shall mean any physical engineering measure or measures that reduce the negative effects of motor vehicle use, alter driver behavior and improve conditions for non-motorized street users such as pedestrians and bicyclists. BILL NUMBER: S2926A TITLE OF BILL : An act amending the vehicle and traffic law in relation to authorizing the villages of Sag Harbor and East Hampton, county of Suffolk, to reduce the speed limits in certain cases PURPOSE : To authorize Village of Sag Harbor and the Village of East Hampton in the County of Suffolk, to reduce the speed limits in certain cases. SUMMARY OF PROVISIONS : Amends Section 1643 of the Vehicle and Traffic law to authorize the Village of Sag Harbor and the Village of East Hampton to lower the speed limits to not less than 20 miles per hour on portions of specific highways. JUSTIFICATION : The villages of East Hampton and Sag Harbor are extremely popular tourist attractions on Long Island's East End. The numerous small shops, restaurants and historic museums that are located throughout the villages are situated on narrow and congested roadways so driver and pedestrian safety is of the utmost importance. Traffic calming measures are not feasible options in these areas due to the

The legisla- tive body of any city or village with respect to highways (which term for the purposes of this section shall include private roads open to public motor vehicle traffic) in such city or village, other than state highways maintained by the state on which the department of transporta- tion shall have established higher or lower speed limits than the statu- tory fifty-five miles per hour speed limit as provided in section sixteen hundred twenty of this title, or on which the department of transportation shall have designated that such city or village shall not establish any maximum speed limit as provided in section sixteen hundred EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

S 2.
