GUNTHER, SKOUFIS -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to the distinc- tive gift of life license plates THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 404-u of the vehicle and traffic law, as added by chapter 415 of the laws of 2003, is amended to read as follows: 1. Any person residing in this state shall upon request be issued a distinctive license plate bearing the words ["Life Pass It On"] "DONATE LIFE NEW YORK STATE" AND "BE AN ORGAN & TISSUE DONOR". Application for said license plates shall be filed with the commissioner in such form and detail as the commissioner shall prescribe. § 2. Distinctive plates issued pursuant to section 404-u of the vehi- cle and traffic law prior to the amendment of such section made by section one of this act shall be reissued to any person assigned such plate upon such person's request. No fee or service charge shall be charged for the reissuance of such plate. Provided, however, that notwithstanding the provisions of section one of this act, nothing contained in this act shall be deemed to invalidate "Life Pass it On" distinctive license plates issued prior to the effective date of this act. § 3. This act shall take effect on the one hundred eightieth day after it shall have become a law; provided, however, that effective immediate- ly, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
