 AN ACT to amend the public health law,  in  relation  to  mandating  the
   provision of lactation accommodations in airports

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. This act shall be known and may be cited as the  "lactation
 accommodation in airports act".
   §  2.  The public health law is amended by adding a new section 2505-b
 to read as follows:
   § 2505-B. PRIVATE PLACE FOR NURSING MOTHERS. 1. ON OR  BEFORE  JANUARY
 FIRST, TWO THOUSAND NINETEEN, THE AIRPORT MANAGER OF AN AIRPORT OPERATED
 BY  A  CITY,  COUNTY, CITY AND COUNTY, OR AIRPORT DISTRICT THAT CONDUCTS
 COMMERCIAL OPERATIONS AND THAT HAS MORE THAN ONE MILLION ENPLANEMENTS  A
 YEAR  SHALL  PROVIDE  A  ROOM OR OTHER LOCATION AT EACH AIRPORT TERMINAL
 BEHIND THE AIRPORT SECURITY SCREENING AREA FOR MEMBERS OF THE PUBLIC  TO
 EXPRESS  BREAST  MILK IN PRIVATE THAT MEETS BOTH OF THE FOLLOWING CONDI-
 TIONS:
   (A) INCLUDES, AT A MINIMUM, A CHAIR AND AN ELECTRICAL OUTLET; AND
   (B) IS LOCATED OUTSIDE OF THE CONFINES OF A PUBLIC RESTROOM.
   2. AN AIRPORT THAT CONDUCTS COMMERCIAL OPERATIONS WITH FEWER THAN  ONE
 MILLION ENPLANEMENTS A YEAR SHALL COMPLY WITH THE PROVISIONS OF SUBDIVI-
 SIONS  ONE  AND  THREE OF THIS SECTION UPON NEW TERMINAL CONSTRUCTION OR
 THE REPLACEMENT, EXPANSION, OR RENOVATION OF AN EXISTING TERMINAL.
   3. UPON CONSTRUCTION OF A NEW TERMINAL OR THE REPLACEMENT,  EXPANSION,
 OR  RENOVATION  OF AN EXISTING TERMINAL, AN AIRPORT SHALL PROVIDE A SINK
 IN ANY ROOM OR OTHER LOCATION DESIGNATED TO COMPLY WITH  THE  PROVISIONS
 OF THIS SECTION.

 AN  ACT  to  amend  the transportation law, in relation to mandating the
   provision of lactation accommodations in airports
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. This act shall be known and may be cited as the "lactation
 accommodation in airports act".
   § 2. The transportation law is amended by adding a new section 14-n to
 read as follows:
   § 14-N. AIRPORT LACTATION ACCOMMODATION FOR NURSING MOTHERS. 1.  ON OR
 BEFORE JUNE FIRST, TWO THOUSAND EIGHTEEN, THE TERMINAL  OPERATOR  OF  AN
 AIRPORT  OWNED  OR  OPERATED BY A BI-STATE AUTHORITY, AIRPORT AUTHORITY,
 CITY OR COUNTY THAT HAS SCHEDULED PASSENGER SERVICE AND  THAT  HAS  MORE
 THAN  ONE  MILLION  ENPLANEMENTS  PER YEAR SHALL PROVIDE A ROOM OR OTHER
 FACILITY AT EACH AIRPORT TERMINAL FOR MEMBERS OF THE PUBLIC  TO  EXPRESS
 BREAST MILK IN PRIVATE THAT MEETS THE FOLLOWING CONDITIONS:
   (A) INCLUDES, AT A MINIMUM, A CHAIR AND AN ELECTRICAL OUTLET;
   (B) IS SEPARATE FROM A PUBLIC RESTROOM'S FACILITIES;
   (C) IS LOCATED BEHIND THE AIRPORT SECURITY SCREENING AREA; AND
   (D)  IS  AVAILABLE AT MINIMUM DURING TIMES WHEN THE SECURITY SCREENING
 AREA IS IN SERVICE.
   2. AN AIRPORT, AS DESCRIBED IN SUBDIVISION ONE OF THIS  SECTION,  THAT
 HAS  FEWER  THAN  ONE  MILLION ENPLANEMENTS A YEAR BUT NOT LESS THAN TWO
 HUNDRED FIFTY THOUSAND ENPLANEMENTS SHALL COMPLY WITH THE PROVISIONS  OF
 SUBDIVISION  ONE  OF THIS SECTION ONLY UPON NEW TERMINAL CONSTRUCTION OR
 UPON THE REPLACEMENT, EXPANSION OR RENOVATION OF AN EXISTING TERMINAL.

 AN ACT to amend the public health law and chapter 802  of  the  laws  of
   1947  relating  to  facilitating the financing and effectuation of air
   terminals by the Port of New York Authority, in relation to  requiring
   certain lactation accommodations in airports
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. This act shall be known and may be cited as the  "lactation
 accommodation in airports act".
   §  2.  The public health law is amended by adding a new section 2505-b
 to read as follows:
   § 2505-B. LACTATION ACCOMMODATIONS IN AIRPORTS. 1. THE AIRPORT MANAGER
 OF A COMMERCIAL SERVICE AIRPORT OPERATED BY A  COUNTY,  CITY,  TOWN,  OR
 VILLAGE THAT HAS ONE MILLION OR MORE ENPLANEMENTS A YEAR SHALL PROVIDE A
 ROOM  OR  OTHER  LOCATION  AT EACH AIRPORT PASSENGER TERMINAL BEHIND THE
 AIRPORT SECURITY SCREENING AREA FOR MEMBERS OF  THE  PUBLIC  TO  EXPRESS
 BREAST MILK IN PRIVATE THAT MEETS THE FOLLOWING CONDITIONS:
   (A) INCLUDES, AT A MINIMUM, A CHAIR AND AN ELECTRICAL OUTLET;
