BILL NUMBER: S1548 SPONSOR: KENNEDY TITLE OF BILL: An act to amend the highway law, in relation to including part of Ridge Road in the city of Lackawanna as a state highway PURPOSE: Enactment of this legislation would designate Ridge Road in the City of Lackawanna as a state highway, thereby relieving the city of the costs and effort associated with the care and maintenance of such road. SUMMARY OF PROVISIONS: Section 1 amends paragraph 1 of subdivision 14 of section 341 of the highway law, as amended by chapter 639 of the laws of 1987, to include the portion of Ridge Road beginning at the western line of the town of West Seneca running generally westerly on or near Ridge Road through the city of Lackawanna to a point on state highway 5.
EXISTING LAW: Under existing law, this portion of Ridge Road is a city road. JUSTIFICATION: The City of Lackawanna faces serious financial challenges. Over the past 30 years, the City has seen its revenues decrease while the cost of its aging infrastructure continues to rise. Although city leaders should be commenced for their efforts, the maintenance and upkeep of this portion of Ridge Road (2.5 miles) is costly, given the poor condition of the bridges located on this road and heavy traffic volume. This section of Ridge Road is highly traveled and connects residents of the city of Buffalo to NYS Route 5, a major thoroughfare and access point to downtown Buffalo and the Southtowns. Given its central location, many businesses use this access point to truck their goods to locations across the state and country, increasing the wear and tear on the road and bridge. Designating this portion of Ridge Road as a state highway will relieve the financial burden on the municipality. The city of Lackawanna supports this bill. Costs not expected to be realized for another ten years. LOCAL FISCAL IMPLICATIONS: Beneficial to City of Lackawanna, New York. EFFECTIVE DATE: Immediately.
