S T A T E O F N E W Y O R K ________________________________________________________________________ 10483 I N A S S E M B L Y May 27, 2022 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Anderson) -- read once and referred to the Committee on Ways and Means AN ACT relating to assessing the staffing and other issues causing the continued displacement of individuals with developmental disabilities from various state-operated institutions under the jurisdiction of the office for people with developmental disabilities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature finds and declares that the continued displacement of individuals with disabilities caused by the closure or suspension of services at various state-operated insti- tutions due to staffing and other issues must be assessed and remedied. The legislature further finds that in order to assess these ongoing staffing issues, the commissioner of the office for people with develop- mental disabilities shall submit a report to the governor, the temporary president of the senate, and the speaker of the assembly on or before December 31, 2022 detailing the number and nature of state-operated residential facilities serving individuals with developmental disabili- ties, a census of staff delivering services at state-operated facilities to individuals with developmental disabilities and the hiring of new staff at state-operated residential facilities. § 2. Such report shall include, but not be limited to, the following information: 1. the total number of full-time equivalent staff by position or title for the office for people with developmental disabilities as of April 1, 2022; 2. the 2022-2023 fiscal year full-time equivalent budgeted staffing level by position or title for the office for people with developmental disabilities as of April 1, 2022; 3. the number of full-time equivalent staff that separated from service between April 1, 2022 and December 1, 2022, including a break- down of each staff member's job title and job location; 4. the number of staff hired from April 1, 2022 to December 1, 2022, including a breakdown of each staff member's job title and job location; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
