 AN ACT to amend the legislative law, in  relation  to  term  limits  for
   legislators,  legislative  staff,  statewide elected officials and the
   staff of such officials

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The legislative law is amended by adding a new section 2-a
 to read as follows:
   § 2-A. LEGISLATIVE TERM LIMITS. 1. MEMBERS OF  THE  LEGISLATURE  SHALL
 NOT SERVE MORE THAN FOUR TWO-YEAR TERMS IN BOTH THE SENATE OR THE ASSEM-
 BLY.
   2. STATEWIDE ELECTED OFFICIALS SHALL NOT SERVE MORE THAN TWO FOUR-YEAR
 TERMS IN THE SAME STATEWIDE ELECTED POSITION.
   3.  PERSONS  SERVING  AS  STAFF  MEMBERS FOR LEGISLATORS IN EITHER THE
 SENATE OR THE ASSEMBLY, AS STAFF MEMBERS FOR THE EXECUTIVE, OR AS  OFFI-
 CERS  AND  EMPLOYEES OF STATEWIDE ELECTED OFFICIALS SHALL NOT SERVE MORE
 THAN TWELVE YEARS IN TOTAL AS  A  LEGISLATIVE  STAFF  MEMBER,  EXECUTIVE
 STAFF  MEMBER,  OR  OFFICER OR EMPLOYEE OF A STATEWIDE ELECTED OFFICIAL,
 RESPECTIVELY. SUCH RESTRICTION SHALL NOT PREVENT A PERSON  FROM  SERVING
 TWELVE  YEARS  AS A LEGISLATIVE STAFF MEMBER FOLLOWED BY TWELVE YEARS AS
 AN EXECUTIVE STAFF MEMBER, OR AS AN OFFICER OR EMPLOYEE OF  A  STATEWIDE
 ELECTED  OFFICIAL,  OR  ANY  COMBINATION  THEREOF.  FOR PURPOSES OF THIS
 SUBDIVISION, "STAFF MEMBER" SHALL MEAN ANY PERSON SERVING AS A  FULL  OR
 PART  TIME  EMPLOYEE  ON  THE  EXECUTIVE  STAFF,  AS A FULL OR PART TIME
 EMPLOYEE ON A LEGISLATOR'S STAFF, WHETHER IN THE CITY  OF  ALBANY  OR  A
 DISTRICT  OFFICE,  AS  AN EMPLOYEE OF THE CENTRAL STAFF OF THE SENATE OR
 THE CENTRAL STAFF OF THE ASSEMBLY, OR ANY PERSON WHO IS  SERVING  AS  AN
 AT-WILL EMPLOYEE FOR A LEGISLATOR OR THE EXECUTIVE.
   §  2.  This act shall take effect immediately; only terms commenced on
 or after such date shall be counted  toward  an  individual's  years  of
 service.
