 AN ACT to amend the labor law, in relation to calculating the  hours  of
   labor for adjunct professors
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The labor law is amended by adding a  new  section  171  to
 read as follows:
   §  171. HOURS OF LABOR FOR ADJUNCT PROFESSORS. 1.  NOTWITHSTANDING ANY
 OTHER PROVISION OF LAW TO THE CONTRARY,  AN  ADJUNCT  PROFESSOR  WHO  IS
 EMPLOYED  AT  A  COLLEGE OR UNIVERSITY AND SUCH EMPLOYMENT QUALIFIES FOR
 THE FEDERAL PUBLIC SERVICE  LOAN  FORGIVENESS  PROGRAM  PURSUANT  TO  20
 U.S.C.  1087E(M) OR ANY SIMILAR SUCCESSOR LEGISLATION, SHALL HAVE HIS OR
 HER HOURS OF LABOR CALCULATED IN THE FOLLOWING MANNER:
   (A)  TWO  AND  ONE-QUARTER  HOURS  OF  LABOR PER WEEK FOR EACH HOUR OF
 CLASSROOM TIME; AND
   (B) ONE HOUR OF LABOR PER WEEK FOR EACH ADDITIONAL  HOUR  OUTSIDE  THE
 CLASSROOM  THE  ADJUNCT  PROFESSOR  IS  ENGAGED  IN  DUTIES HE OR SHE IS
 REQUIRED TO PERFORM INCLUDING, BUT  NOT  LIMITED  TO  OFFICE  HOURS  AND
 ATTENDANCE  AT  FACULTY  MEETINGS;  PROVIDED, HOWEVER THAT NOTHING SHALL
 PROHIBIT A COLLEGE OR UNIVERSITY FROM CALCULATING MORE  HOURS  OF  LABOR
 THAN IS PROVIDED FOR IN THIS SECTION.
   2.  THE  COMMISSIONER, IN CONSULTATION WITH THE COMMISSIONER OF EDUCA-
 TION, SHALL PROMULGATE RULES AND REGULATIONS NECESSARY TO IMPLEMENT  THE
 PROVISIONS OF THIS SECTION.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on  its effective date are authorized to be made on or before
 such date.
