 AN  ACT  to  amend  the alcoholic beverage control law, in relation to a
   license to sell liquor at retail for consumption on certain premises
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Subdivision  7  of  section  64 of the alcoholic beverage
 control law is amended by adding a  new  paragraph  (e-14)  to  read  as
 follows:
   (E-14)  NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (A) OF THIS SUBDI-
 VISION, THE  AUTHORITY  MAY  ISSUE  A  RETAIL  LICENSE  FOR  ON-PREMISES
 CONSUMPTION  FOR  A  PREMISES  WHICH SHALL BE LOCATED WITHIN TWO HUNDRED
 FEET OF A BUILDING OCCUPIED AS A  SCHOOL,  CHURCH,  SYNAGOGUE  OR  OTHER
 PLACE  OF  WORSHIP, PROVIDED SUCH PREMISES CONSTITUTE A PREMISES FOR THE
 SALE OF FOOD OR BEVERAGES AT RETAIL  FOR  CONSUMPTION  ON  THE  PREMISES
 LOCATED  WHOLLY WITHIN THE BOUNDARIES OF THE COUNTY OF ONONDAGA, BOUNDED
 AND DESCRIBED AS FOLLOWS:
   BEGINNING AT THE INTERSECTION OF THE SOUTHWESTERLY BOUNDARY  OF  COURT
 STREET  WITH  THE  EASTERLY  BOUNDARY OF WINDHAM AVENUE, SAID POINT ALSO
 BEING THE NORTHWESTERLY CORNER OF SAID LOT NO.314 OF LYNCOURT LAWNS;
   THENCE S. 67°-14'-30" E., ALONG SAID SOUTHWESTERLY BOUNDARY  OF  COURT
 STREET,  A  DISTANCE  OF 225.86 FEET TO THE NORTHEASTERLY CORNER OF SAID
 LOT NO.3;
   THENCE S. 22°-45'-28" W., ALONG THE EASTERLY BOUNDARY OF SAID LOT NO.3
 OF LYNCOURT KNOLLS, A DISTANCE OF 112.01 FEET TO THE NORTHERLY  BOUNDARY
 OF LOT NO.5 OF LYNCOURT KNOLLS;
   THENCE N. 79°-00'-48" W., ALONG SAID NORTHERLY BOUNDARY OF LOT NO.5 OF
 LYNCOURT  KNOLLS,  A DISTANCE OF 107.26 FEET TO THE EASTERLY BOUNDARY OF
 LOT NO.313 OF LYNCOURT LAWNS;
   THENCE N. 10°-43'-54" E., THROUGH SAID LOT NO.1 OF LYNCOURT KNOLLS,  A
 DISTANCE  OF  81.52  FEET  TO THE EASTERLY PROLONGATION OF THE NORTHERLY
 FACE OF AN EXISTING CONCRETE PAD;
   THENCE N. 75°-58'-26" W., ALONG SAID EASTERLY PROLONGATION  AND  ALONG
 SAID  NORTHERLY  FACE  OF  THE  EXISTING  CONCRETE  PAD AND ITS WESTERLY
