Senate Resolution No. 1305

COMMENDING Arthur T. Judge posthumously upon the
occasion of his designation as recipient of a
Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate

WHEREAS, Members of the Armed Services from the State of New York,
who have served so valiantly and honorably in wars in which this
country's freedom was at stake, as well as in the preservation of peace
in peacetime, deserve a special salute from this Legislative Body; and

WHEREAS, This Legislative Body is justly proud to commend Arthur T.
Judge posthumously upon the occasion of his designation as recipient of
a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, Born on July 27, 1920, in Troy, New York, Arthur T. Judge
was the son of the late Arthur and Catherine (Morrissey) Judge; and

WHEREAS, A lifelong resident of Troy, Arthur T. Judge attended St.
Mary's Elementary School and graduated from Catholic Central High School
on June 23, 1937; and

WHEREAS, On March 11, 1943, Arthur T. Judge enlisted in the United
States Army; he proudly served his country as a Sergeant in the 204th
Combat Engineers Construction Battalion operating under such challenging
assignments as Ardennes, Central Europe, Normandy, Northern France, and
Rhineland; furthermore, his company stormed Normandy on D-Day; and

WHEREAS, For his courageous service during World War II, Arthur T.
Judge was awarded five battle stars, the European-African-Middle Eastern
Service Medal, Sharp Shooter Medal and the esteemed Good Conduct Medal;
and

WHEREAS, Upon the completion of his military service on October 31,
1945, Arthur T. Judge met the love of his life, Elizabeth C. Campbell;
they wed on June 19, 1949, and the couple became the proud parents of
five children, Kathleen, Elizabeth, Patricia, Arthur and Maureen; and

WHEREAS, After attending Russell Sage College, Arthur T. Judge began
his illustrious career with the United States Postal Service on April 1,
1947 as a substitute clerk; in 1954, he was appointed Clerk in Charge
before being appointed to the position of Foreman of Mails in 1955; and

WHEREAS, Just one year later on July 28, 1956, Arthur T. Judge
became the youngest person appointed to the esteemed position of
Postmaster of Troy, New York; following his retirement from the U.S.
Postal Service, he worked for the City of Troy as the Assistant City
Assessor from 1975 until 1986; and


WHEREAS, A true asset to his community, Arthur T. Judge was a member
of the Father Kelly Chapter, Disabled American Veterans, and the
Noble-Callahan Post, American Legion; he was also member of the First
Friday Club of Troy and served as a member of the Public Service
Division of the United Fund Campaign of the Mohawk-Hudson Area from
which he was awarded a citation for community service in 1961; and

WHEREAS, Furthermore, during his postal career, Arthur T. Judge
served as President of the Troy local of the United Federation of Postal
Clerks; he also served as Legislative Representative, and later State
Vice President of the New York State Federation of Postal Clerks; he is
a former member of the National Association of Postal Supervisors and
the National Association of Postmasters; and

WHEREAS, Arthur T. Judge died on September 29, 1988, at the age of
68, after a brief illness; he is buried at St. Mary's Cemetery in Troy,
New York; and

WHEREAS, Having exhibited his patriotism both at home and abroad,
Arthur T. Judge demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and

WHEREAS, Our Nation's veterans deserve to be recognized, commended
and thanked by the people of the State of New York for their service and
for their dedication to their communities, their State and their Nation;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Arthur T. Judge posthumously upon the occasion of his
designation as recipient of a Liberty Medal, the highest honor bestowed
upon an individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Arthur T. Judge.
