TITLE OF BILL:

An act relating to resuming the play of interscholastic sports during
the COVID-19 pandemic and requiring safety protocols to be put in place
to enable safe play of such sports

 
PURPOSE:

Requires the commissioner of education to direct the resumption of
interscholastic sports during the COVID-19 pandemic.

 
SUMMARY OF PROVISIONS:

An act directing the commissioner of education to immediately authorize
the practice and play of all interscholastic sports which have been
postponed or cancelled due to COVID-19. The commissioner of education in
consultation with the commissioner of health, shall adopt necessary
rules and regulation and provide a process and procedure to ensure that

proper COVID-19 safety protocols are followed to enable the safe play of
such interscholastic sports.

 
JUSTIFICATION:

Due to COVID-19, interscholastic sports, such as basketball, football,
hockey and several others are on hold. School sports programs cannot be
underestimated. Studies show, outside of fitness, that students benefit
with improved academics, the importance of teamwork and cooperation,
social relationships, positive mentors, leadership skills, a mindset of
success, and various other life teaching skills that go far beyond the
sports field.

This bill directs the commissioner of education in consultation with the
commissioner of health to adopt necessary rules, regulations, and a
process and procedure to ensure that proper COVID-19 safety protocols
are followed to enable the safe play of interscholastic sports.

 AN ACT relating to resuming the play of  interscholastic  sports  during
   the  COVID-19  pandemic  and  requiring  safety protocols to be put in
   place to enable safe play of such sports

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.   Notwithstanding any provision of law, rule or regulation
 to the contrary, the commissioner of education shall immediately author-
 ize the practice and play of all interscholastic sports which have  been
 postponed  or cancelled due to COVID-19.  The commissioner of education,
 in consultation with the commissioner of health, shall  adopt  necessary
 rules and regulations and provide a process and procedure to ensure that
 proper COVID-19 safety protocols are followed to enable the safe play of
 such interscholastic sports.
   § 2. This act shall take effect immediately.
