TITLE OF BILL:

An act to amend the social services law, in relation to information
provided to unlicensed or unregistered child day care providers by the
office of children and family services; and to amend a chapter of the
laws of 2021 amending the social services law, relating to information
provided to unlicensed or unregistered child day care providers by the
office of children and family services, as proposed in legislative bills
numbers S. 5081 and A. 1860, in relation to the effectiveness thereof

 
PURPOSE OR GENERAL IDEA OF BILL:

The purpose of this bill is to ensure that certain forms for licensed or
registered child care providers are available in other languages.

 
SUMMARY OF PROVISIONS:

This bill would make clear Services is 'only required licensed or regis-

tered day requested. This bill would provided to ten instead of spoken
by individuals with that the Office of Children and Family to provide
forms necessary to become a care providers in other languages when it's
. also expand the languages such forms shall be the six most common
non-English languages limited-English proficiency

JUSTIFICATION:

Because the need for regulated child care providers spans various demo-
graphics, the forms and applications necessary for compliance should be
made available in multiple languages, including English, French, Polish,
and the 10 most common non-English languages spoken by individuals with
limited-English proficiency in the state of New York, based on United
States census data.

 
PRIOR LEGISLATIVE HISTORY:

This is a chapter amendment to S5081 of 2021.

EFFECTIVE DATE:
This act shall take effect 90 days after it becomes law.

 AN ACT to amend the social services  law,  in  relation  to  information
   provided to unlicensed or unregistered child day care providers by the
   office  of children and family services; and to amend a chapter of the
   laws of 2021 amending the social services law, relating to information
   provided to unlicensed or unregistered child day care providers by the
   office of children and family services,  as  proposed  in  legislative
   bills  numbers  S.  5081 and A. 1860, in relation to the effectiveness
   thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Subdivision 5-a of section 390 of the social services law,
 as added by a chapter of the laws of 2021 amending the  social  services
 law,  relating  to  information  provided  to unlicensed or unregistered
 child day care providers by the office of children and family  services,
 as  proposed  in  legislative  bills  numbers  S. 5081 and A.   1860, is
 amended to read as follows:
   5-a. The office of children and family services  shall  provide,  UPON
 REQUEST,  all  applications  and forms necessary to become a licensed or
 registered child day care provider in English, French, Polish, [and]  OR
 ANY  OF  the [six] TEN most common non-English languages spoken by indi-
 viduals with limited-English proficiency in the state of New York, based
 on United States census data.
   § 2. Section 2 of a chapter of the laws of 2021  amending  the  social
 services law, relating to information provided to unlicensed or unregis-
 tered  child  day  care  providers  by the office of children and family
 services, as proposed in legislative bills numbers S. 5081 and A.  1860,
 is amended to read as follows:
   §  2.  This  act  shall take effect [immediately] ON THE NINETIETH DAY
 AFTER IT SHALL HAVE BECOME A LAW.
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.

   § 3. This act shall take effect immediately; provided,  however,  that
 section  one  of  this act shall take effect on the same date and in the
 same manner as a chapter  of  the  laws  of  2021  amending  the  social
 services law, relating to information provided to unlicensed or unregis-
 tered  child  day  care  providers  by the office of children and family
 services, as proposed in legislative bills numbers S. 5081 and A.  1860,
 takes effect.
