 Introduced  by Sen. HARCKHAM -- read twice and ordered printed, and when
   printed to be committed to the Committee on Education
 
 AN ACT to amend the education law,  in  relation  to  requiring  narcan,
   naloxone  or  other  approved  medication  to  be included in overdose
   rescue kits on college and university campuses
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 305 of the education law is amended by adding a new
 subdivision 60 to read as follows:
   60.  THE  COMMISSIONER  SHALL CONSULT AND COLLABORATE WITH THE COMMIS-
 SIONER OF HEALTH TO ENSURE THAT ALL COLLEGE AND UNIVERSITY  CAMPUSES  IN
 THE  STATE  INCLUDE  AN  AFFIXED  WALL MOUNT THAT IS CLEARLY VISIBLE AND
 LABELED WITH THE WORDS:  "OVERDOSE RESCUE KIT - NARCAN NASAL SPRAY",  OR
 OTHER  LANGUAGE SPECIFICALLY APPROVED BY THE COMMISSIONER. SUCH OVERDOSE
 RESCUE KITS SHALL BE VISUALLY FREE OF ADVERTISEMENTS AND  LOCATED  WHERE
 READILY  ACCESSIBLE  FOR  PUBLIC  USE. THE LOCATIONS OF SUCH RESCUE KITS
 SHALL BE REGISTERED WITH CAMPUS SECURITY. SUCH RESCUE KIT SHALL  INCLUDE
 NARCAN,  NALOXONE  OR  OTHER  MEDICATION  APPROVED BY THE NEW YORK STATE
 DEPARTMENT OF HEALTH AND THE FEDERAL FOOD AND DRUG ADMINISTRATION  THAT,
 WHEN  ADMINISTERED,  NEGATES  OR  NEUTRALIZES,  IN WHOLE OR IN PART, THE
 PHARMACOLOGICAL EFFECTS OF AN OPIOID IN THE HUMAN BODY.
   § 2. This act shall take effect immediately.
