BILL NUMBER: S291 SPONSOR: TEDISCO TITLE OF BILL: An act to amend the legislative law, in relation to establishing a veterans internship program (V.I.P. NY) PURPOSE OF THE BILL: To set aside a percentage of the current Assembly Intern and Youth Participation Program and Senate Student Program positions for veterans. SUMMARY OF SPECIFIC PROVISIONS: This measure will add a new Article (Article 6-A) to the Legislative Law and establish opportunities for veterans to participate in existing internship programs based on the following guidelines: Eligible candidates will be honorably discharged veterans who are unem- ployed or underemployed and have demonstrated an interest in future employment in public service, government or public policy.

TEDISCO, BORRELLO, HELMING, OBERACKER, ORTT, PALUM- BO, STEC -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the legislative law, in relation to establishing a veterans internship program (V.I.P. NY) THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislative law is amended by adding a new article 6-A to read as follows: ARTICLE 6-A VETERANS INTERNSHIP PROGRAM (V.I.P. NY) SECTION 95. VETERANS INTERNSHIP PROGRAM (V.I.P. NY). § 95. VETERANS INTERNSHIP PROGRAM (V.I.P. NY). 1. THERE IS HEREBY ESTABLISHED WITHIN THE LEGISLATURE A VETERANS INTERNSHIP PROGRAM (V.I.P. NY) TO PROVIDE OPPORTUNITIES FOR VETERANS TO PARTICIPATE IN THE ASSEMBLY YOUTH PARTICIPATION PROGRAM AND THE SENATE STUDENT PROGRAM. SUCH PROGRAM SHALL AWARD TEN PERCENT OF AVAILABLE INTERNSHIPS IN THE ASSEMBLY YOUTH PARTICIPATION PROGRAM AND THE SENATE STUDENT PROGRAM TO ELIGIBLE HONOR- ABLY DISCHARGED VETERANS. VETERANS WHO ARE AWARDED INTERNSHIPS PURSUANT TO THE V.I.P. NY PROGRAM SHALL RECEIVE A STIPEND THAT IS EQUIVALENT TO THE STIPEND AWARDED TO GRADUATE STUDENT PARTICIPANTS IN THE ASSEMBLY YOUTH PARTICIPATION PROGRAM AND SENATE STUDENT PROGRAM FOR A ONE SEMES- TER INTERNSHIP. 2. TO BE ELIGIBLE TO PARTICIPATE IN THE V.I.P. NY PROGRAM, A CANDIDATE SHALL: (A) BE HONORABLY DISCHARGED FROM THE ARMED FORCES OF THE UNITED STATES; (B) BE UNEMPLOYED OR UNDEREMPLOYED; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
