 AN ACT to amend the public health law and  the  state  finance  law,  in
   relation to establishing a reproductive health services training grant
   program

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public health law is amended by adding  a  new  section
 2807-nn to read as follows:
   §  2807-NN.  REPRODUCTIVE HEALTH TRAINING AND EDUCATION GRANT PROGRAM.
 1. AS USED IN THIS SECTION, "ELIGIBLE PARTICIPANT" MEANS  AN  INTERN  OR
 RESIDENT  WHO  IS  EMPLOYED  BY  A  HOSPITAL OR OTHERWISE ENROLLED IN AN
 ACCREDITED GRADUATE MEDICAL EDUCATION PROGRAM.
   2. THE COMMISSIONER, SHALL ESTABLISH A  REPRODUCTIVE  HEALTH  SERVICES
 TRAINING  AND  EDUCATION  GRANT  PROGRAM  FOR  ELIGIBLE  PARTICIPANTS AS
 DEFINED IN SUBDIVISION ONE OF THIS SECTION.  SUCH  GRANT  PROGRAM  SHALL
 CONSIST  OF  TWO  TO  SIX  WEEKS OF CLINICAL TRAINING IN ACCORDANCE WITH
 ACCREDITATION COUNCIL FOR GRADUATE MEDICAL EDUCATION STANDARDS FOR CLIN-
 ICAL TRAINING IN THE PERFORMANCE OF ABORTION  AND  RELATED  REPRODUCTIVE
 HEALTH  SERVICES  AND  SHALL  OTHERWISE  MEET  PROFESSIONALLY RECOGNIZED
 TRAINING STANDARDS AS DEFINED BY THE COMMISSIONER.
   3. THE COMMISSIONER IS AUTHORIZED,  WITHIN  AMOUNTS  APPROPRIATED  FOR
 SUCH  PURPOSE  TO  MAKE GRANTS IN ACCORDANCE WITH THIS SUBDIVISION. SUCH
 GRANTS MAY BE USED FOR ADMINISTRATION, FACULTY RECRUITMENT AND  DEVELOP-
 MENT,  START-UP  COSTS  AND  COSTS INCURRED TEACHING REPRODUCTIVE HEALTH
 CARE  IN  HOSPITAL-BASED  PROGRAMS  OR  NON-HOSPITAL-BASED  CARE  SITES,
 INCLUDING,  BUT  NOT  LIMITED  TO, PERSONNEL, ADMINISTRATION AND TRAINEE
 RELATED EXPENSES AND OTHER EXPENSES JUDGED REASONABLE AND  NECESSARY  BY
 THE  COMMISSIONER.  AS  USED IN THIS SECTION, "TRAINEE RELATED EXPENSES"
 SHALL INCLUDE A TRAVEL AND HOUSING STIPEND PAID TO EACH INTERN OR  RESI-
 DENT IF DEEMED NECESSARY.

 WHO  IS  EMPLOYED  BY  A HOSPITAL OR OTHERWISE ENROLLED IN AN ACCREDITED
 GRADUATE MEDICAL EDUCATION PROGRAM;
   (B) "PROGRAM" SHALL MEAN A REPRODUCTIVE HEALTH SERVICES  TRAINING  AND
 EDUCATION GRANT PROGRAM; AND
   (C)  "ELIGIBLE  PROVIDERS"  SHALL  MEAN  COMMUNITY-BASED ORGANIZATIONS
 PROVIDING REPRODUCTIVE HEALTH CARE, CONTINUING  EDUCATION  PROGRAMS  FOR
 QUALIFIED PROVIDERS THROUGH PROFESSIONAL ASSOCIATIONS OR CLINICAL EDUCA-
 TION PROGRAMS.
   2.  THE  COMMISSIONER  SHALL  ESTABLISH A REPRODUCTIVE HEALTH SERVICES
 TRAINING AND EDUCATION GRANT PROGRAM FOR  ELIGIBLE  PROVIDERS  TO  TRAIN
 ELIGIBLE  PARTICIPANTS IN THE PERFORMANCE OF ABORTION AND RELATED REPRO-
 DUCTIVE HEALTH SERVICES. SUCH  ELIGIBLE  PROVIDERS  SHALL  MEET  PROFES-
 SIONALLY RECOGNIZED TRAINING STANDARDS, COMPLY WITH APPLICABLE STATE LAW
