TITLE OF BILL:

An act to amend the highway law, in relation to designating a portion of
the state highway system as the "Doc Schelin Memorial Highway"

 
PURPOSE:

Designates all that portion of the state highway system constituting
State Route 340 between Thorpe Drive and State Route 303 in the town of
Orangetown, County of Rockland, shall be designated and be known as the
"Doc Schelin Memorial Highway."

 
SUMMARY OF PROVISIONS:

Section I: Amends the highway law by adding a new section 345-b, which
designates all that portion of the state highway system constituting
State Route 340 between Thorpe Drive and State Route 303 in the town of
Orangetown, County of Rockland, shall be designated and be known as the
"Doc Schelin Memorial Highway."

Section II: States that the commissioner of transportation shall provide
for the installation and maintenance of adequate signing of the state
highway system as designated pursuant to section 1 of this act. The use
and placement of such signs shall be determined by the local munici-
pality. The designation will be for ceremonial purposes only, and the
official name of the bridge will not be changed as a result of this act.

Section III: Provides the effective date.

 
JUSTIFICATION:

Dr. Robert C. "Doc" Schelin was a longtime resident of Rockland County
and pillar of his community. His storied career includes leadership in
education, local government, public safety, and serving as Tappan's own
Santa Claus.

Ubiquitously known as "Doc", Dr. Schelin was a 50-year life member of
the Volunteer Fire Association of Tappan, including serving as President
and Secretary of Commissioners for the Tappan Fire District. In addition
to educating future generations at St. Thomas Aquinas College, he served
as a representative for both the men's and women's basketball teams,
Dean of Student Affairs, and on the Rockland Community College Board of
Trustees.

 AN ACT to amend the highway law, in relation to designating a portion of
   the state highway system as the "Doc Schelin Memorial Highway"
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The highway law is amended by adding a new section 345-b to
 read as follows:
   §  345-B.  PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE
 "DOC SCHELIN MEMORIAL HIGHWAY". ALL THAT PORTION OF  THE  STATE  HIGHWAY
 SYSTEM CONSTITUTING STATE ROUTE THREE HUNDRED FORTY BETWEEN THORPE DRIVE
 AND STATE ROUTE THREE HUNDRED THREE IN THE TOWN OF ORANGETOWN, COUNTY OF
 ROCKLAND,  SHALL  BE  DESIGNATED  AND KNOWN AS THE "DOC SCHELIN MEMORIAL
 HIGHWAY".
   § 2. The commissioner of transportation shall provide for the  instal-
 lation  and  maintenance of adequate signing of the state highway system
 as designated pursuant to section one of this act.   However,  to  avoid
 confusion  and  to limit any possible disruption of commerce, the desig-
 nation called for pursuant to section one of this act shall  be  one  of
 ceremonial  nature  and  the  official name of such highway shall not be
 changed as a result of this act.
   § 3. This act shall take effect immediately.
