 Introduced  by Sen. SCARCELLA-SPANTON -- read twice and ordered printed,
   and when printed to be committed to the Committee on Transportation
 
 AN ACT to amend the vehicle and traffic law, in relation to establishing
   a central business district toll exemption for first responders
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 1704-a of the vehicle and traffic law is amended by
 adding a new subdivision 2-a to read as follows:
   2-A.  (A)  NOTWITHSTANDING  ANY  PROVISION  TO  THE CONTRARY, NO FIRST
 RESPONDER SHALL BE CHARGED A CENTRAL  BUSINESS  DISTRICT  TOLL  IF  SUCH
 FIRST RESPONDER IS EMPLOYED BY THE STATE OR ANY MUNICIPALITY THEREOF AND
 IS PERFORMING THEIR DUTIES IN SUCH CENTRAL BUSINESS DISTRICT.
   (B)  FOR  THE  PURPOSES  OF  THIS SUBDIVISION, "FIRST RESPONDER" SHALL
 INCLUDE BUT NOT BE LIMITED TO A MEMBER OF A POLICE  DEPARTMENT  OR  FIRE
 DEPARTMENT,   AN   EMERGENCY  MEDICAL  TECHNICIAN,  CORRECTION  OFFICER,
 DISPATCHER, OR OTHER UNIFORMED OFFICER.
   § 2. This act shall take effect immediately.

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 1704-a of the vehicle and traffic law is amended by
