BILL NUMBER: S8892 SPONSOR: BAILEY TITLE OF BILL: An act to amend the executive law, in relation to directing the office of children and family services to establish a center for fatherhood initiatives PURPOSE: This bill requires the office of children and family services to estab- lish a center for fatherhood initiatives where entities can apply for grants to implement programs that support positive fatherhood in the state of New York. SUMMARY OF PROVISIONS: Section 1. The executive law is amended by adding a new section 501-i. § 2. Act an effective date.

BAILEY -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families AN ACT to amend the executive law, in relation to directing the office of children and family services to establish a center for fatherhood initiatives THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 501-i to read as follows: § 501-I. THE CENTER FOR FATHERHOOD INITIATIVES. THERE IS HEREBY ESTABLISHED WITHIN THE OFFICE OF CHILDREN AND FAMILY SERVICES THE CENTER FOR FATHERHOOD INITIATIVES. THE CENTER FOR FATHERHOOD INITIATIVES SHALL ISSUE GRANTS TO PROGRAMS WHICH PROVIDE SERVICES TO LOW-INCOME FATHERS TO HELP EXPAND OPPORTUNITIES TO ACHIEVE FINANCIAL STABILITY, AND IMPROVE PARENTING KNOWLEDGE, ATTITUDES, AND SELF-EFFICACY. THE CENTER FOR FATHERHOOD INITIATIVES SHALL ALSO PROVIDE SUCH SERVICES. THE COMMISSION- ER OF THE OFFICE OF CHILDREN AND FAMILY SERVICES SHALL PROMULGATE ANY NECESSARY RULES AND REGULATIONS FOR THE ESTABLISHMENT, OPERATION, AND MAINTENANCE OF THE CENTER FOR FATHERHOOD INITIATIVES. § 2.
