BILL NUMBER: S8923 SPONSOR: PARKER TITLE OF BILL: An act to amend the public health law, in relation to establishing a sickle cell education and mapping program PURPOSE OR GENERAL IDEA OF BILL: This legislation creates a sickle cell disease education and mapping program to establish a statewide public education and outreach campaign; compile and disseminate data concerning sickle cell disease detection; and provide data for the development of health care education programs. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the public health law by adding a new section 2500-m. Section 2 provides the effective date.

PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to establishing a sickle cell education and mapping program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public health law is amended by adding a new section 2500-m to read as follows: § 2500-M. SICKLE CELL DISEASE EDUCATION AND MAPPING PROGRAM. 1. FOR THE PURPOSES OF THIS SECTION, "APPROVED ORGANIZATION" SHALL MEAN AN ORGANIZATION APPROVED BY THE COMMISSIONER, TO PROVIDE SERVICES UNDER THIS SUBDIVISION. SUCH ORGANIZATIONS SHALL INCLUDE, BUT NOT BE LIMITED TO, THE FOLLOWING: (A) A HOSPITAL LICENSED UNDER ARTICLE TWENTY-EIGHT OF THIS CHAPTER; (B) A HEALTH MAINTENANCE ORGANIZATION LICENSED UNDER ARTICLE FORTY- THREE OF THE INSURANCE LAW OR CERTIFIED UNDER ARTICLE FORTY-FOUR OF THIS CHAPTER; (C) AN ORGANIZATION WITH PROGRAM EXPERTISE IN SICKLE CELL DISEASE RELATED ISSUES; (D) A COUNTY OR CITY HEALTH DEPARTMENT; OR (E) ANY COMBINATION OF THE ABOVE. 2. THE COMMISSIONER IS HEREBY AUTHORIZED TO CREATE A SICKLE CELL DISEASE EDUCATION AND MAPPING PROGRAM. THIS PROGRAM IS ESTABLISHED TO PROMOTE THE SCREENING AND DETECTION OF SICKLE CELL DISEASE, EDUCATE THE PUBLIC REGARDING SICKLE CELL DISEASE, PROVIDE COUNSELING AND REFERRAL SERVICES AND MAP LOCATIONS OF OCCURRENCE OF SICKLE CELL DISEASE. 3. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS CONCERNING THE EDUCATION AND MAPPING PROGRAM, SUCH EDUCATION AND MAPPING PROGRAM SHALL: (A) ESTABLISH A STATEWIDE PUBLIC EDUCATION AND OUTREACH CAMPAIGN TO PUBLICIZE SICKLE CELL DISEASE DETECTION AND EDUCATION SERVICES, SUCH CAMPAIGN SHALL INCLUDE: GENERAL COMMUNITY EDUCATION, SICKLE CELL DISEASE SCREENING SERVICES, INFORMATION ON THE EXTENT OF COVERAGE AVAILABLE FOR EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
