Provides that any system for warning populations who are or may be endangered and for rapid and effective communication for any New York emergency alert notification shall occur within thirty minutes, or as soon as practicable thereafter.

 Introduced  by Sen. MARTINEZ -- read twice and ordered printed, and when
   printed to be committed to the Committee on Veterans, Homeland Securi-
   ty and Military Affairs
 
 AN ACT to amend the executive law, in relation to the timing of emergen-
   cy public safety alerts  in the event of a disaster or state  disaster
   emergency

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subparagraphs 3 and 5 of paragraph b of  subdivision  3  of
 section  22  of  the executive law, as amended by section 3 of part B of
 chapter 56 of the laws of 2010, are amended to read as follows:
   (3) a system for warning populations who are  or  may  be  endangered,
 INCLUDING THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE NEW YORK EMERGENCY
 ALERT  NOTIFICATION  SYSTEM  OR  "NY-ALERT"  WITHIN  THIRTY MINUTES OF A
 DISASTER OR STATE DISASTER EMERGENCY, OR AS SOON AS  PRACTICABLE  THERE-
 AFTER;
   (5)  a  specific plan for rapid and efficient communication, INCLUDING
 THE ISSUANCE OF PUBLIC SAFETY ALERTS BY THE  NEW  YORK  EMERGENCY  ALERT
 NOTIFICATION SYSTEM OR "NY-ALERT" WITHIN THIRTY MINUTES OF A DISASTER OR
 STATE  DISASTER EMERGENCY, OR AS SOON AS PRACTICABLE THEREAFTER, and for
 the integration of state communication facilities during a state  disas-
 ter  emergency,  including  the  assignment  of responsibilities and the
 establishment of communication priorities, and liaison  with  municipal,
 private and federal communication facilities;
   § 2. This act shall take effect immediately.
