MOURNING the deaths of Bishop Dr. Donald D.
Maxwell and Reverend Liscent B. Maxwell

WHEREAS, Bishop Dr. Donald D. Maxwell, born October 17, 1943, in
Manchester, Jamaica, and Reverend Liscent B. Maxwell, born April 29,
1937, in Kingston, Jamaica, devoted their lives to ministry, devotion
and service since an early age; and

WHEREAS, Bishop Dr. Donald D. Maxwell and Reverend Liscent B.
Maxwell of Westbury, New York, both died on Sunday, March 15, 2026; and

WHEREAS, Both began their spiritual journeys in Jamaica, serving
diligently across mission fields, where they demonstrated unwavering
commitment to evangelism, leadership and spreading the Gospel, often
under challenging conditions; and

WHEREAS, United in marriage on August 3, 1968, their partnership
flourished into a lifelong ministry spanning more than six decades,
raising three children and building a legacy grounded in love, faith and
service; and

WHEREAS, After migrating to the United States, they continued their
ministry through the Pentecostal City Mission Church, helping to
establish and grow congregations in Brooklyn, Far Rockaway, Rosedale and
the Bronx, beginning with humble Sunday School gatherings that grew into
thriving churches; and

WHEREAS, Bishop Dr. Donald D. Maxwell rose through the ranks of
ministry to become general overseer of the Pentecostal City Mission
Church, overseeing more than eighty-five branches internationally, while
serving as a pastor, mentor and father figure to many; and

WHEREAS, Reverend Liscent B. Maxwell faithfully served alongside him
as assistant pastor, youth leader, missionary president, chaplain,
counselor and educator, dedicating her life to uplifting others through
spiritual guidance, counseling and community care; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death and celebrate the extraordinary lives and enduring
legacy of Bishop Dr. Donald D. Maxwell and Reverend Liscent B. Maxwell,
whose unwavering faith, compassionate leadership and lifelong commitment
to service have left an indelible impact on their family, congregation
and communities across the world; and be it further

RESOLVED, That copies of this Resolution, suitably engrossed, be
transmitted to the families of Bishop Dr. Donald D. Maxwell and Reverend
Liscent B. Maxwell.
