LEGISLATIVE RESOLUTION honoring Dr. Joseph Marinelli upon the occasion
of his retirement after 45 years of dedicated service in education

WHEREAS, New York State's commitment to education is unparalleled; its
history and stature are secured by the superlative caliber of its educa-
tional professionals and the students they inspire; and
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of those outstanding
educational leaders, whose dedication and achievements have been instru-
mental in developing character and academic excellence in the young
people of New York State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Dr.
Joseph Marinelli upon the occasion of his retirement after 45 years of
dedicated service in education; he will officially retire on Monday,
October 1, 2012; and
WHEREAS, Born in Mount Vernon, New York, Joseph Marinelli graduated
from North Miami High School in Florida; and
WHEREAS, Dr. Joseph Marinelli holds a Bachelor of Science degree in
psychology, and a Master of Education degree in guidance and counseling
from the University of Florida, where he was inducted into Florida Blue
Key Leadership Honor Society and later served on the Executive Committee
of the University's National Alumni Association; and
WHEREAS, Additionally, Dr. Joseph Marinelli holds a Ph.D. in educa-
tional administration from the University of Wisconsin-Madison with a
minor in urban setting and education; his dissertation was recognized
for outstanding research by the American Education Finance Association;
WHEREAS, In his career, Dr. Joseph Marinelli served as Superintendent
of the Livonia Public Schools in suburban Detroit, Michigan from
1989-1994, and was Associate Superintendent for Planning and Govern-
mental Relations for the Orange County Public Schools in Orlando, Flori-
da, from 1977-1989; and
WHEREAS, In addition, Dr. Joseph Marinelli also served as Director of
Administrative and Support Services and high school guidance counselor
of the Union County, Florida School District; and
WHEREAS, Dr. Joseph Marinelli was the first Washington, D.C. based
lobbyist for Florida's Commissioner of Education; he also served as
President of the National Association of Educational Program Administra-
tors during which he received the Ralph L. Steffek Leadership Award; and
WHEREAS, For the past 18 years, Dr. Joseph Marinelli has served as the
District Superintendent of New York State's Supervisory District of
Ontario, Seneca, Wayne and Yates Counties and Chief Executive Officer of
the Wayne-Finger Lakes BOCES; and
WHEREAS, During his tenure, Dr. Joseph Marinelli has overseen Wayne-
Finger Lakes BOCES distinguish itself for its new and innovative
programs and services in the development of school leaders; instruc-
tional technology; staff development; Science, Technology, Engineering
and Math enrichment and career/technical education for K-12 and adults;
alternative high school; special education; and satellite academic
programs; and
WHEREAS, Dr. Joseph Marinelli also initiated the creation and upgrade
of the BOCES Regional Support Center in Newark; as a result, his tenure
staff has doubled to nearly 1,000 employees; and
WHEREAS, Moreover, Dr. Joseph Marinelli has served as a strong advo-
cate for students at Wayne-Finger Lakes BOCES and local school districts
at the state level; and

WHEREAS, While serving as District Superintendent, Dr. Joseph Marinel-
li has been involved with many national, state, and local organizations,
including the Association of Educational Service Agencies where he
served as national President and was the 2008 recipient of the Justus
Prentice Award for executive leadership in the advancement of educa-
tional service agencies; and
WHEREAS, A valued and involved member of his community, Dr. Joseph
Marinelli serves as Vice President of the Seneca Waterways Council of
Boy Scouts of America, past President of the former BSA Finger Lakes
Council, and sits on the Executive Committee of the Finger Lakes Work-
force Investment Board; and
WHEREAS, He has received numerous awards and accolades including the
Distinguished Service to Youth Award from the Finger Lakes Council, Boy
Scouts of America, and Distinguished Citizen Award for the four county
region of the Western Finger Lakes; and
WHEREAS, Educators like Dr. Joseph Marinelli provide a tremendous
service to the future of our State and Nation, inspiring generations of
young people in their educational journeys and ensuring their success in
their future years; and
WHEREAS, Dr. Joseph Marinelli has clearly had an enduring impact on
the youth of Wayne-Finger Lakes BOCES, as well as on the community-at-
large, and accordingly merits recognition and applause for his impres-
sive dedication to others; and
WHEREAS, It is the sense of this Legislative Body to commend the
efforts of those individuals who work to support our proud tradition of
public education by providing their skills and talents to our schools;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Joseph Marinelli upon the occasion of his retirement after 45
years of dedicated service in education, and for his significant
contributions to education in New York State; and to wish him continued
success in all of his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Joseph Marinelli.
