S1303A Directs the department of public service to adjust each utility corporation's residential fixed charge upon such corporation's filing with the department of an amendment of rate schedules, to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service.  AYE

S1936 Ensures that when land is disposed of by public authorities, certain safeguards are in place, including disclosure of ownership information, ensuring that disposals with that contain rights of first refusal make certain that the land is transferred at or above fair market value, that when land is transferred for less than fair market value, it is in the public interest to do so and the legislature retains oversight. AYE

S1212B Establishes environmental standards for lead in ambient air and lead contamination in soils and lead dust on floors and window sills. AYE

S1867A This bill establishes a New York State community doula directory for the purpose of Medicaid reimbursement and promoting doula services to Medicaid recipients. AYE

S727 Requires cities with a population of one million or more to collect discarded recyclable materials at city parks, playgrounds, historic sites and other recreational facilities; requires the posting of signs on facilities without trash receptacles stating that trash must be retained until you reach a trash can; provides state assistance for such programs. AYE

S1817 Requires the display of a bus driver's credentials prominently while he or she is on duty and changes the review of his or her files by the department from every three years to annually. AYE

S2140B Directs the commissioner of education to issue guidance to school districts for developing programs to attract underrepresented candidates into the teaching profession and to identify funding available to school districts for such purposes. AYE

S2500B Authorizes the Jamesport Fire District to file an application for exemption from 2021-2022 and 2022-2023 real property taxes. AYE

S809A Prohibits littering on state park lands. A PRINT - increase the penalties for dumping. Any person upon conviction of a violation would receive a fine of not more than five hundred dollars. In addition, such violator would be liable to a civil penalty of not more than seven hundred fifty dollars for each day during which such violation continues. AYE

S358B Prohibits the installation of certain security devices used to control access to common areas of a residential building without the written permission of the owners, board of managers, board of directors, or authorized party of such property. AYE

S3285A Requires children's non-regulated camps to register annually with the department of health; imposes civil penalties for violations. AYE

S2330A This bill requires insurers to send policyholders a notice as to the "good faith increases of premium rates" for the policy over the next 10 years. NAY

S454A Directs counties and the city of New York to contact a veterans' organization to provide for the disposition of the unclaimed remains of a deceased veteran when such veteran has no next of kin or other person designated to provide for the disposition of his or her remains; provides process. Further clarifies that such a veterans' organization or funeral firm engaged to provide these services may make an application to the division of veterans' services for reimbursement. AYE

S4041A This bill would replace the term 'handicapping conditions' with the word 'disabilities' within a number of references of Education Law. A PRINT - makes other conforming changes throughout the education law. AYE

S4878A In relation to unemployment insurance benefit eligibility, this bill would add to the employer written notification requirement regarding employees terminated from employment or whose scheduled working hours have been reduced must include information that such employees may be eligible for such benefits. A PRINT - is a conforming amendment to the Assembly version (A398-A) which does not include exclusions from the notification requirement for employees who are on paid or unpaid leave (paid family leave, vacation, parental leave, etc.). NAY (This bill is potentially onerous on employers, as they would now be required to provide notice to those employees whose scheduled work hours have been reduced where there was no such statutory requirement previously.)

S489A Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions. AYE

S4555A Prohibits the use of intoxication of the victim as a defense in sex crimes; creates an affirmative defense where the defendant, at the time he or she engaged in the conduct constituting the offense, did not know of the facts or conditions responsible for such lack of consent. S4354A Extends the authority of the Excess Line Association of NY (ELANY) for five years until July 1, 2029. Further provides ELANY the power to examine the records of excess line brokers pertaining to placement of excess line risks and clarifies that ELANY has capacity of an unincorporated association to protect its rights in a legal proceeding. A PRINT - makes a small grammatical change. AYE

S5186A Requires the department of environmental conservation to authorize and encourage the use of nature-based solutions as the preferred alternative for stabilizing tidal shorelines in the state; provides such solutions should be considered when promulgating and implementing rules and regulations relating to such. A PRINT - makes technical amendments. AYE

S3534 Provides a liquor license exemption for the Mitzpah Towers property located in the city of Syracuse in the county of Onondaga. AYE

S1535A This bill requires that any parking facility owned and/or operated by the State of New York which has between 50 and 250 parking spots install electric charging stations in at least ten percent of the total parking spaces. The bill requires that any parking facility owned and/or operated by the State of New York with more than 250 parking spots install electric charging stations in at least 20 percent of the total parking spaces. The bill provides minimum technical requirements for each vehicle charging station. A PRINT - makes technical amendments. NAY (Excessive/unknown cost )

S4887 Enacts the "roadway excavation quality assurance act" which requires the payment of prevailing wage or a project labor agreement or similar agreement for all contracts awarded for excavation projects by a public utility. NAY (Legislation enacted as part of the State’s FY2021 state budget already subjects a wide range of public and private projects to the state’s prevailing wage mandate and any future changes in its application or its definitions of types of construction work included under its purview are supposed to be determined by the “Public Subsidy Board” created by the legislation.)

S5823C This bill would create an age-based restriction on the sale of over-the-counter diet pills and supplements for weight loss and muscle building to minors. Under the bill, retailers would be required to age verify diet pills and muscle building supplements. AYE

S5974A Expands the municipal sustainable energy loan program related to climate and resiliency goals. This bill updates definitions within the program to include the use of the program for resiliency and water efficiency improvements. AYE

S3431A SKOUFIS The bill would amend the agriculture and markets law and penal law regarding animal fighting by making technical corrections, clarifying intent, and creating new penalties to existing law. This bill adds four new subsections (sections 351a, 351b, 351c, 351d) which is intended to elevate the penalty for highly-organized criminal fighting operations. The bill also makes a technical correction to the Penal Law to allow those repeat animal cruelty felony offenders to be eligible for second felony offender status. AYE

S5129A Amends the Vehicle and Traffic Law to require the operator of a motor vehicle to exercise due care to avoid colliding with a disabled vehicle or motor vehicle involved in an accident that is on the shoulder of a highway. Requires motorists move for the lane of an accident or lane adjacent to the accident, if possible. A PRINT - makes technical changes. AYE

S1801 Adds 'domestic workers' as required recipients of paid sick leave. NAY

S3586A Establishes the staff sergeant Alex R. Jimenez New York state military immigrant family legacy program within the department of veterans' services. A PRINT - make various technical changes. AYE

S2679B Authorizes and empowers the College Retirement Equities Fund (CREF) to merge with the Teachers Insurance and Annuity Association (TIAA) with CREF ceasing to be a corporate entity and TIAA as the surviving entity.  AYE

S5959B Authorizes certain policies issued by a risk retention group not chartered in this state so long as the group is registered with the Superintendent of Department of Financial Services under the federal liability risk retention act of 1986, comprised entirely of organizations to which contributions are eligible for deduction under section 501(c) (3) of the federal internal revenue code and which qualifies as a charitable risk pool under section 501(n) of the federal internal revenue code. AYE

S6975 Requires the NYS Office of the State Inspector General to investigate any complaints of sexual assault in DOCCS operated facilities. AYE

S520A This bill would amend section 883 of the general municipal law (Conflicts of Interest) to prohibit individuals of an IDA (board member, officer, employee, or independent contractor) to take a position, paid or unpaid, with any business or entity which is applying for or receiving financial assistance or any other benefit granted by the IDA within two years after termination of employment or services.  AYE

S2727A This is a sunshine bill that would require Department of State to electronically transmit a copy of every certificate of incorporation that has been filed on behalf of a municipal corporation, state or local authority or district. NAY (Limits local decision making related to LDCs.)

S3009 COSPONSOR Repeals the provision of law requiring a $20 fee to be collected for each burial or removal permit issued to a funeral director or undertaker to fund the NYS Electronic Death Registration System (EDRS). AYE

S3492 Provides that uniformed court officers and peace officers employed in the unified court system shall be entitled to accidental disability retirement if they sustain injuries as the result of a physical assault by an assailant suffered while in service. AYE

S4314A Permits commercial feed manufacturers to use the term "human food grade" for certain pet food if it conforms to certain state and federal standards. AYE

S4564B GALLIVAN Designates a portion of the state highway system as the "Trooper William P. Keane Memorial Bridge". AYE

S4811B Amend General Municipal Law (GML) Section 208-f(c) to increase certain Special Accidental Death Benefits (SADB) for surviving spouses, dependent children, and certain other individuals (Eligible Beneficiaries) of former uniformed employees of the City of New York and the New York City Health and Hospitals Corporation, and for certain former employees of the Triborough Bridge and Tunnel Authority, who were members of certain New York City Retirement Systems and Pension Funds (NYCRS) and died as a natural and proximate result of an accident sustained in the performance of duty. AYE

S4858 Establishes within the Department of Health an office of hospice and palliative care access and quality. The office will have the power and duties to provide expertise and input on hospice and palliative care policy development and regulation; ensure that providers, workers, and patients are considered when new policy or regulatory changes are contemplated and/or developed; make recommendations to improve patient care for individuals with chronic or life-limiting illnesses; facilitate communication between the department and hospice and palliative care providers; raise awareness; identify and eliminate barriers to such services; support models of care and service delivery; work to develop and promote innovative health care delivery models; establish and monitor quality and utilization metrics; support communitywide efforts to promote advance care planning; work collaboratively with the state palliative care education and training council; and ensure equitable access to hospice and palliative care services by underrepresented communities across the state. AYE

S4879 Provides that the legislative body of the county of Westchester shall fix the fee to be charged for a license to carry or possess a pistol or revolver and provide for the disposition of such fees. NAY

S4972 Provides that Tier 6 members of the Police and Fire Retirement System (PFRS) whose employer had previously elected a 1 year final average salary (FAS) pursuant to paragraph d of subdivision 9 of section 302 of RSSL shall be able to retain such 1 year FAS for retirement benefits. AYE

S5057A Allows Benjamin Doty to be eligible to take the civil service exam for the position of Columbia county deputy sheriff. AYE

S5329A The bill makes a number of clarifying provisions to the operations of the Office of the Medicaid Inspector General (OMIG). A PRINT - makes technical amendments.  AYE

S5605 Authorizes the city of Binghamton to offer an optional twenty-five year retirement plan to firefighter Scott Pavlick. AYE

S5607A Provides for a taxpayer assistance authorization for households in the county of Schenectady; provides for a $250 rebate for property owners in Schenectady county with a qualifying STAR exemption or school tax relief credit. AYE

S5900 Establishes a task force to identify evidence-based and evidence informed solutions to reduce children's exposure to adverse childhood experiences. AYE

S6102 Extend for two years the electronic open auction bond sale pilot program allowing municipalities the option to sell bonds in an open electronic auction format. AYE

S6122 Extends provisions of law relating to temporary investments by local governments from July 1, 2023 until July 1, 2026. AYE

S6167 Changes the name of the Bellport Volunteer Firemen's Benevolent Association to the Bellport Volunteer Firefighter's Benevolent Association; decreases the board of trustees from 7 to 5 members; allows the association to use certain taxes collected and paid in furtherance of its purposes as stated in the association's charter. AYE

S6173A Permits the state board of elections to join certain multistate voter list maintenance organizations and provide such organizations with certain voter information; requires the state to join a multistate voter list maintenance organization on or before July 31, 2025. AYE

S6209 Increases from three million dollars to four millions dollars the cost of 10 projects which shall be located at the STEM at Blodgett Middle School, the Corcoran High School, the Delaware Primary School, the Henninger High School, the Syracuse Latin School, the Lincoln Middle School, the Nottingham High School, the Roberts PreK-8 School, the Seymour Dual Language Academy and the Webster Elementary School. AYE

S6426 Authorizes Vineyard Christian Fellowship South Shore Inc. to file with the county of Nassau assessor an application for a retroactive real property tax exemption for the 2020-2021 assessment roll for all the 2020-2021 school taxes and all the 2021 general taxes.  AYE

S6432A Authorizes the county of Nassau assessor to accept an application for a real property tax exemption from Torah Ohr Hebrew Academy for a portion of the 2021-2022 school taxes, a portion of the 2021 general taxes and all of the 2022 general taxes. AYE

S6521 Establishes a cystic fibrosis assistance program to reimburse the full cost of providing health care or health insurance to eligible persons (meaning a person who is 21 years of age, has been diagnosed with having cystic fibrosis, has resided in the State for a minimum of 12 continuous months prior to application for such services, must not be eligible for medical benefits under any group or individual health insurance, and must not be eligible for Medicaid solely due to earned income) who have cystic fibrosis. This bill also permits persons to be partially eligible if they meet the previous meaning but they are eligible for medical benefits under an insurance policy that does not cover all services necessary for the care and treatment of cystic fibrosis.  AYE

S6549 This bill would amend section 104 the Local Finance Law (Limitation on amount of local indebtedness which may be contracted) and amend paragraphs b, c, and d to delete the current debt limitation on small city school districts (with less than 125,000 people). This bill would conform with the language in S5025 (Mayer) which proposes a constitutional amendment that would remove such language from Section 4 of Article 8 of the State Constitution. AYE

S6596 This bill would amend the Environmental Conservation Law in relation to increasing the standards of materials that may be used in filling borrow pits in Jamaica Bay.  AYE

S6632 Authorizes the city of Syracuse to establish a demonstration program imposing monetary liability on the owner of a vehicle for failure of an operator thereof to comply with posted maximum speed limits in a school speed zone. AYE

S6682A Makes technical corrections relating to the MTA and the Penn Station Access Project; authorizes the city of New York to discontinue a portion of real property in the county of the Bronx as parkland and to grant easements for improvements to the railroad right-of-way to bring MetroNorth railroad service to four new stations in the Bronx and to Pennsylvania Station in the county. AYE

S6750 Authorizes the New York City Housing Development Corporation ("HDC" or the "Corporation") to increase the maximum aggregate principal amount of its outstanding notes and bonds from $18 billion to $19 billion.  AYE

S6764 Extends the temporary "commission to prevent childhood drowning" for an additional eighteen months.  AYE

S6788 Grants retroactive membership in the New York state and local employees' retirement system to Justin Whitmore. AYE

S6793 Relates to the Volunteer and Exempt Firemen's Benevolent Association of Williston Park; makes changes to membership; directs where tax revenues may be used. AYE

S6861 Provides for the automatic enrollment of employees of the city of New York eligible to join the New York city board of education retirement system. AYE

S6876 Permits Warren county to become a member of the capital district transportation district by action of their governing body. AYE

S6885A Authorizes the North Shore Land Alliance, Inc. to file with the county of Nassau assessor an application for a retroactive real property tax exemption. AYE

S6901 Extends the authorization granted to the county of Montgomery to impose an additional one percent sales and compensating use taxes to November 30, 2025.  AYE

S6940 OSC DEPARTMENTAL - amend Local Finance Law § 124.10 to extend, until 2034, the existing authorization for municipalities to exclude from their constitutional debt limitations indebtedness issued for the construction or reconstruction of facilities for the conveyance, treatment and disposal of sewage. AYE

S6941 OSC DEPARTMENTAL - Amends the state finance law to require the public posting of certain contracts that would be otherwise subject to prior approval of the comptroller but have been approved as "exempted" or "emergency" contracts. AYE

S6942 OSC DEPARTMENTAL - Requires all state agencies and public authorities to provide bidders and interested parties with the opportunity to protest a contract award. AYE

S6943 DHCR DEPARTMENTAL - extends certain statutory authorizations of the New York State Housing Finance Agency ("HFA"), the State of New York Mortgage Agency ("SONYMA"), the New York City Housing Development Corporation ("HDC") and the SONYMA Mortgage Insurance Fund ("MIF"). This bill increases the bonding authority of SONYMA by $500 million.  AYE

S6945 OTDA DEPARTMENTAL - extend the driver license suspension process for two years. AYE

S7065 EFC DEPARTMENTAL - Extends until September 30, 2026 the "sunset" provision of Section 2 of Chapter 581 of the Laws of 2005, thereby extending for an additional three years the provisions of Local Finance Law ("LFL") § 62.10(c) which authorizes local governments to issue statutory installment bonds in an amount not to exceed $20 million to EFC at a fixed rate or, if issued in serial maturities, at a set rate for each individual maturity. AYE

S7066 EFC DEPARTMENTAL - Extends certain provisions relating to installment loans and obligations evidencing installment loans to 2026.  AYE

S7067 EFC DEPARTMENTAL - extend until September 30, 2026 the "sunset" provision of Section 2 of Chapter 629 of the Laws of 2005, thereby extending for an additional three years the provisions of Local Finance Law ("LFL") § 90.00(c)(2) which authorize municipalities with hardship SRF financing who are seeking to extend the term of their existing loans through refinancing through the SRF and whose current bonds or notes are within 5 years of issuance, to sell their refunding bonds to EFC without requiring a showing of savings. AYE

S7068 EFC DEPARTMENTAL - extend until September 30, 2026 the "sunset" provision of Section 3 of Chapter 307 of the Laws of 2005, thereby extending for an additional three years the provisions of Public Authorities Law ("PAL") §§ 1285-j(6)(b) and 1285-m(6)(b), which authorize authority of EFC to invest Clean Water State Revolving Fund ("CWSRF") and Drinking Water State Revolving Fund ("DWSRF") monies in security obligations available to municipalities under the General Municipal Law ("GML"). AYE

S7080 Extends provisions of subdivision 33- a of section 11.00 of the local finance law for an additional five years. AYE

S7091 Extends chapter 303 of 2021 (extends the chief administrator of the courts' authority to allow referees to determine certain applications to a family court for an order of protection) and chapter 653 of 2021 (extends provisions relating to self-employment assistance programs and other matters) an additional 2 years. AYE

S7094 DEVELOPMENTAL DISABILITIES PLANNING COUNCIL DEPARTMENTAL - Renames the developmental disabilities planning council to be the state council on developmental disabilities; changes membership. AYE

S7116 Extends certain provisions relating to the sale of bonds and notes of the city of New York, the issuance of bonds or notes with variable rates of interest, interest rate exchange agreements of the city of New York, the refunding of bonds, and the down payment for projects financed by bonds; extends the New York state financial emergency act for the city of New York; makes further amendments relating to the effectiveness thereof. AYE

S7205 Establishes the crime of misappropriation of payroll funds when a person knows that funds are designated for use as employee payroll funds or as payment of payroll taxes, and intentionally prevents the funds from being used for their designated purpose. AYE

S7353 SED DEPARTMENTAL - Provides that an educational agency where a student who is ordered by a court to be held in a juvenile detention facility attended school prior to such an order, shall upon request of the juvenile detention facility where such student is held, disclose the student's educational records to educational program personnel at said facility without the consent of the parent or eligible student, pursuant to certain conditions. AYE

S7361 This bill would amend the Real Property Tax Law to limit the amount of property shift between homestead/nonhomestead and class share apportionment for local governments within and including Nassau county. AYE

S7363A Extends certain provisions of the general municipal law and the local finance law relating to electronic bidding until June 1, 2028. AYE

S7370 extend for four years, the requirement to produce a quarterly report on the status of all claims currently pending for disaster relief. AYE

S7371 NYC SMALL BUSINESS SERVICES DEPARTMENTAL - Authorizes the director of the division of minority and women's business development and the mayor of the city of New York to enter into a memorandum of understanding to allow reciprocity between the state and New York City for businesses that are certified as minority and women-owned business enterprises. AYE

S7372 NYC ACTURARY DEPARTMENTAL - This bill is a two year extender of the actuarial rates used by the New York City retirement systems. At the request of the NYC Actuary, the City would extend for two fiscal years the current 7 percent per annum statutory rate of interest used in valuing retirement system liabilities for the purpose of computing the amount of employer contributions. AYE

S7373 Extends certain provisions relating to the boarding of out of state incarcerated individuals until September 1, 2026. AYE

S7374 DCJS DEPARTMENTAL - exempt fire police squads from the reporting requirements of the Police Officer and Peace Officer Registry maintained by the Division of Criminal Justice Services. AYE

S7375 DCJS DEPARTMENTAL - Codifies the Division of Criminal Justice Services' authority to regulate the oversight probation pretrial services. NOTE - DCJS would have the authority to adopt such rules, which would be binding on all probation officers and have the force and effect of law. AYE

S7376 CIVIL SERVICE DEPARTMENTAL - This is a Civil Service Departmental bill (Internal #3 - 2023) that would amend the Civil Service Law section 50 to remove an exclusion from background checks for police officers, but not for other civil servants. NAY

S7377 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage blueback herring. AYE

S7378 DIVISON OF VETERAN SERVICES DEPARTMENTAL - Eliminates the "wartime service" requirement to expand the number of qualified veterans eligible for certain civil service positions. AYE

S7379 DIVISON OF VETERAN SERVICES DEPARTMENTAL - Ensures that certain members of the New York Air National Guard, New York Army National Guard, New York Naval Militia, and New York Guard who participated in World Trade Center rescue, recovery, or cleanup operations are honored for their service and afforded veteran status under New York state law. AYE

S7381 DOS DEPARTMENTAL - Provides for federal program compliance relating to civil penalties associated with manufactured homes. AYE

S7382 DIVISION OF HUMAN RIGHTS DEPARTMENTAL - Adds gender identity or expression as a protected class for purposes of the human rights law. AYE

S7383 NYC MAYOR'S OFFICE DEPARTMENTAL - This bill would amend the New York City Charter (section 326) to provide that before entering into any contract for goods, services, or construction that is to be awarded pursuant to a procurement method (other than for competitive bidding or competitive sealed bids from prequalified vendors) and that has a dollar value in excess of a threshold established by the NYC Procurement Policy Board by rule, the agency must give notice in the City Record that comments may be submitted online for a period of time (no less than seven days). AYE

S7393 Extends the authorization of the town of Mount Pleasant to adopt a local law to impose a hotel/motel occupancy tax for hotels not located in a village to September 1, 2025. AYE

S7400 This bill would allow the New York City Council to amend the cap on the maximum class growth rate as long as it does not exceed 5 percent for fiscal year 2023. AYE

S7430 Extends certain provisions authorizing the county of Hamilton to impose a county recording tax on obligations secured by mortgages on real property to December 1, 2025. AYE

S1196A COSPONSOR Requires health insurance policies and Medicaid to cover biomarker testing for diagnosis, treatment, appropriate management, or ongoing monitoring of a covered person's disease or condition when the test is supported by medical and scientific evidence. AYE

S1690A Relates to the capital access program; focuses on minority and women-owned business enterprises and small businesses located in highly distressed areas to assist them in processing and being approved for qualifying program loans; requires the engagement in outreach and marketing to financial institutions to increase awareness of the program. AYE

S1793C Requires the office of renewable energy siting to consider agricultural impacts on active agricultural lands when reviewing the siting, design, construction and operation of a major renewable energy facility. AYE

S1983A Creates a uniform presentation for students regarding applying for financial aid; directs students to complete an affidavit certifying that the student attended the presentation and stating whether the student intends to apply for financial aid. NAY (Unfunded mandate. Nanny state.)

S3567A This bill would permit the sale or promotional gifting of certain complementary products for wine and spirits by retail licensees. A PRINT - adds language that requires that gift and promotional items "shall only include those items that are complimentary and directly associated with the sale of wine or distilled spirits they are gifting or promoting". AYE

S3598 Extends the effectiveness of certain provisions relating to the authority of the village of Plandome Manor to enter into contracts to sell delinquent tax liens or to pledge such liens as collateral for a loan. AYE

S5291 Grants retroactive membership with tier IV status in the New York state and local employees' retirement system to Dana Kerstanski. AYE

S5361 Grants Peter Guarino retroactive membership with Tier IV status in the New York state teachers' retirement system. AYE

S5630A Requires discrimination, bias, and harassment prevention training for members of state boards and commissions. AYE

S5795A Authorizes the assessor of the town of Brookhaven to accept an application for exemption from real property taxes from Al-Muneer Foundation, Inc. for the property located at 72 Neighborhood Road in Mastic Beach. AYE

S5894A This bill would require hospitals to develop and disseminate information and procedures to identify, assess, treat and refer cases of firearm violence, as well as establish ongoing training for personnel and designate staff to connect psychiatric services to the victim and coordinate such services. NAY (Service provided now. Should not be mandate unless NYS pays.)

S7524 OCA DEPARTMENTAL - This bill expands e-filing to all civil and criminal courts in NYS. The bill provides that efiling can be required or voluntary in matters as provided by the chief administrator of the courts, with the exception that the e-filing program shall be voluntary as to any party to an action or proceeding who is not represented by counsel. The bill also eliminates language which statutorily determined that certain matters would be required to generally use efiling. NAY (Unfunded mandate on local government courts.)

S7476 OCA DEPARTMENTAL - This bill provides that out-ofstate companies who register to, are authorized to or are designated to do business in New York, consent to general jurisdiction of the courts of the State, regardless of whether such company maintains a principal place of business in New York and regardless of whether the claims at issue relate to events that took place within New York. Provides that such information may be provided in writing or orally. Extends the effective date from 180 days to 18 months to provide SED more time to promulgate regulations. AYE

S7496 Authorizes the office of court administration to pay certain judicial compensation to certain supreme court and appellate division justices for the period January 1, 2021 to June 14, 2021. NOTE - In September of 2020, 46 of 49 Supreme Court and appellate justices who applied for certification to serve past age 70 were denied recertification by OCA on the basis of future budget cuts which never happened. According to the bill, 15 of the 46 denied recertification continue to serve. AYE

S7500 Directs the department of financial services to conduct a comprehensive study on how the department of financial services may create a compensation system commensurate with the compensation systems of similar federal financial regulators and to issue a report of its findings. AYE

S7511 Relates to an exemption for certain property from the prohibition of alcohol sales within a certain distance of a church for a condominium building in Manhattan. AYE

S7535 OCA DEPARTMENTAL - This bill would amend the Family Court Act to require expiration dates for orders of protection under certain articles of the family court act to be plainly stated. Would provide that a temporary order of protection in juvenile delinquency cases may remain in effect for an initial period of up to thirty days and may be extended by the court for good cause, upon notice to the juvenile. Lastly, the bill would provide that the juvenile has a right to counsel upon the extension of the order of protection. AYE

S7541 DHCR DEPARTMENTAL - Grants the State of New York Mortgage Agency ("SONYMA") authority to purchase mortgages for modular or manufactured housing as personal property-not as real property, as SONYMA's statute currently requires. It would further authorize the SONYMA Mortgage Insurance Fund to provide mortgage pool insurance thereon. AYE

S7549A This bill establishes a temporary moratorium on conveying title of real property to municipalities as a result of tax foreclosure proceedings. The moratorium goes into effect July 1, 2023 and ends June 30, 2024. NOTE - this bill is in response to the Tyler v Hennepin Supreme Court case that prohibits municipalities from retaining excess proceeds resulting from tax foreclosure sales. AYE
