 3                THE SECRETARY:   Legislative 

 4   Resolution Number 141, by Senator Marchione, 

 5   paying tribute to the life and career of Roger F. 

 6   Coleman, publisher of Hudson-Catskill Newspapers, 

 7   and expressing sincerest sorrow upon the occasion 

 8   of his death.

 9                ACTING PRESIDENT GRIFFO:   Senator 

10   Marchione.

11                SENATOR MARCHIONE:   Thank you.  

12                It's my understanding that the 

13   practice of this legislative body is to 

14   acknowledge individuals whose lifework and civic 

15   endeavors testify to extraordinary commitment to 

16   their community and to their profession.  And it 

17   is the sense of this legislative body to pay 

18   tribute to the life and career of Roger F. 

19   Coleman, who was the publisher of Hudson-Catskill 

20   Newspapers and chairman of the board of New York 

21   News Publishers Association, who died on 

22   December 31st of 2012.

23                In 2004, Roger Coleman became 

24   publisher of the Register-Star in Hudson and 

25   The Daily Mail in Catskill, which also includes

 1   the weekly publications The Mountain Eagle, 

 2   Windham Journal, Chatham Courier, Ravena 

 3   News-Herald, and Greene County News.

 4                Roger began his career driving a 

 5   truck for The News Tribune in LaSalle, Illinois.  

 6   Through hard work, dedication, and a true passion 

 7   for the newspaper industry, he rose to become the 

 8   publisher of the Hudson-Catskill Newspapers, 

 9   overseeing the publication, of course, of several 

10   daily and weekly newspapers across the 

11   Hudson Valley.  

12                Today we remember Roger for his 

13   commitment to his family, his employees, his 

14   church, and to his news profession.

15                Thank you.

 2   a resolution by Senator Perkins, Number 142, at 

 3   the desk.  I ask that it be read in its entirety 

 4   and move for its immediate adoption.

 5                ACTING PRESIDENT GRIFFO:   The 

 6   Secretary will read.

 7                THE SECRETARY:   Legislative 

 8   Resolution Number 142, by Senator Perkins, 

 9   mourning the death of Dr. James R. Dumpson, a 

10   pioneer in social work, social health and social 

11   justice.

12                "WHEREAS, It is the custom of this 

13   Legislative Body to pay tribute to citizens of 

14   the State of New York whose lifework and civic 

15   endeavor served to enhance the quality of life in 

16   their communities and the great State of 

17   New York; and

18                 "WHEREAS, Dr. James Dumpson of 

19   New York City died on Monday, November 5, 2012, 

20   at the age of 103; and

21                 "WHEREAS, James Dumpson was born on 

22   April 5, 1909, in Philadelphia, Pennsylvania.  He 

23   was the first of five children born to James and  

24   Edyth Dumpson.  He was raised in Philadelphia, 

25   where he attended The Quaker School, Octavius

 1   Catto and West Philadelphia High School for Boys; 

 2   and

 3                 "WHEREAS, In 1932, James Dumpson 

 4   graduated from Cheyney Normal School (College)  

 5   before going on to Temple University and earning 

 6   graduate degrees from other universities around 

 7   the world.  He was considered one of the oldest 

 8   living graduates of Cheyney University; and

 9                 "WHEREAS, Dr. James Dumpson's 

10   career in the health and human services as a 

11   public servant, educator, administrator, social 

12   activist, advocate, humanitarian and scholar 

13   spanned for more than half a century.  His 

14   influence on public policy development for the 

15   health and human services has been felt across 

16   many policy domains at the international, 

17   national and local level; and

18                 "WHEREAS, Dr. James Dumpson began 

19   his career as a caseworker for the Philadelphia  

20   Department of Public Welfare.  He moved to 

21   New York in the late 1930s, where he served the 

22   City for more than 60 years; and

23                 "WHEREAS, Obtaining a number of 

24   history-making achievements throughout his  

25   lengthy career, Dr. James Dumpson served as the

 1   United Nations advisor/chief of training in 

 2   social welfare to the government of Pakistan  

 3   from 1953-1954.  In 1959, he was named 

 4   Commissioner of Welfare for the City of New York, 

 5   becoming the only African-American welfare 

 6   commissioner in the United States; and

 7                 "WHEREAS, In 1963, President John 

 8   F. Kennedy appointed Dr. James Dumpson to the 

 9   Commission on Narcotics and Drug Abuse.  In 1976, 

10   he was named Dean of Fordham University's School 

11   of Social Work, becoming the first black dean of 

12   a nonblack school of social work.  Fordham 

13   University later named an endowed academic chair 

14   in his honor; and

15                 "WHEREAS, An advocate and defender 

16   of the poor, Dr. James Dumpson was the recipient 

17   of numerous awards, including the New York City 

18   Black Agency Executives Lifetime Achievement 

19   Award, the New York City Chapter National 

20   Association of Social Workers Lifetime 

21   Achievement Award, and the State Of New York 

22   Legislative Resolution 'Spirit of Life' Award.  

23   In 2009, the New York City Department of Human 

24   Service dedicated and named its conference hall 

25   the 'Dr. James R. Dumpson Conference Hall'; and

 1                 "WHEREAS, Dr. James Dumpson 

 2   distinguished himself in his profession and by 

 3   his sincere dedication and substantial 

 4   contribution to the welfare of his community; and

 5                 "WHEREAS, Dr. James Dumpson's 

 6   commitment to excellence, and his spirit of 

 7   humanity, carried over into all fields of 

 8   enterprise, including charitable and civic 

 9   endeavors; and

10                 "WHEREAS, Dr. James Dumpson is 

11   survived by his wife, Goldie; daughter, Jeree; 

12   brother, Reverend Roland Dumpson; and his sister, 

13   Doris D. Grundy; and

14                 "WHEREAS, Armed with a humanistic 

15   spirit and imbued with a sense of compassion,  

16   Dr. James Dumpson leaves behind a legacy which 

17   will long endure the passage of time and will 

18   remain as a comforting memory to all he served 

19   and befriended; now, therefore, be it

20                 "RESOLVED, That this Legislative 

21   Body pause in its deliberations to mourn the 

22   death of Dr. James R. Dumpson, a pioneer in 

23   social work, social health and social justice; 

24   and be it further

25                 "RESOLVED, That a copy of this

 1   resolution, suitably engrossed, be transmitted to 

 2   the family of Dr. James Dumpson."

 3                ACTING PRESIDENT GRIFFO:   Senator 

 4   Perkins.

 5                SENATOR PERKINS:   Thank you.

 6                Dr. James R. Dumpson -- or, as he 

 7   was known by many in the neighborhood, "Dr. D" -- 

 8   led a distinguished career as a public servant, 

 9   educator, administrator, social activist, 

10   advocate, humanitarian and scholar.  He was a man 

11   who I am proud to call a friend, and to many in 

12   the field of social work, he was a role model -- 

13   a legend, in fact.

14                Similar to Dr. Martin Luther King 

15   being a leader in the civil rights movement, 

16   Dr. Dumpson was a leader in the field of social 

17   work.  Where Dr. King helped people understand 

18   the humanity and dignity of all Americans, 

19   Dr. Dumpson's service to humanity was his 

20   sensitivity and remedies to poverty in the urban 

21   context.  

22                It was an honor to have worked with 

23   him as a community activist.  He will be 

24   remembered by us all.

 4                SENATOR KRUEGER:   Thank you.  

 5                I'd also like to rise to thank my 

 6   colleague Senator Perkins for bringing this 

 7   resolution.  

 8                I also knew Dr. Dumpson throughout 

 9   work he did in social welfare issues during the 

10   '80s and '90s in New York City, and he was an 

11   extraordinary man, an extraordinary leader who 

12   did so much for so many people throughout the 

13   State of New York.  

14                So I'd like to join Senator Perkins 

15   in recognizing this man's great accomplishments 

16   and contributions to our state.

17                Thank you, Mr. President.
