AN ACT to amend Jonathan's  law,  in  relation  to  release  of  records
  pertaining to allegations and investigations of abuse and mistreatment
  occurring on or after January 1, 2003 and before May 5, 2007

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 11 of chapter 24 of the laws of 2007,  constituting
Jonathan's  law,  as  amended  by  chapter  321  of the laws of 2008, is
amended to read as follows:
  S 11. This act shall take effect immediately; provided, however,  that
section  33.25 of the mental hygiene law as added by section two of this
act shall be deemed to have been in full force and effect on  and  after
January 1, 2003 with respect to any written requests submitted by quali-
fied persons on or before December 31, [2010] 2012.
  S 2. This act shall take effect immediately.
