M. Miller) -- read once and referred to the Committee on Education AN ACT to amend the administrative code of the city of New York and chapter 110 of the laws of 2010, relating to making appropriations for the support of government, in relation to substance abuse prevention personnel in New York city schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 12-140 to read as follows: S 12-140 SUBSTANCE ABUSE PREVENTION AND INTERVENTION PERSONNEL. THE NEW YORK CITY DEPARTMENT OF EDUCATION SHALL PROVIDE ON A FULL-TIME BASIS AT LEAST ONE SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST AT EACH PUBLIC SCHOOL IN THE CITY OF NEW YORK. FOR THE PURPOSES OF THIS SECTION, A SUBSTANCE ABUSE PREVENTION AND INTERVENTION SPECIALIST IS A NEW YORK CITY DEPARTMENT OF EDUCATION EMPLOYEE THAT HAS RECEIVED SUBSTANCE ABUSE TRAINING THROUGH THE NEW YORK STATE OFFICE OF ALCOHOL AND SUBSTANCE ABUSE SERVICES. S 2. Section 17 of chapter 110 of the laws of 2010, relating to making appropriations for the support of government, is amended by repealing the items herein below set forth in brackets and by adding to such section the other items underscored in this section. DEPARTMENT OF MENTAL HYGIENE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES STATE OPERATIONS AND AID TO LOCALITIES 2009-10 PREVENTION AND PROGRAM SUPPORT ............................ 86,595,000 Special Revenue Funds - Other / Aid to Localities Miscellaneous Special Revenue Fund - 339 Mental Hygiene Program Fund Account EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
