AN ACT to amend the highway law, in relation to creating a pilot program
  to explore the use of certain  speed  bumps;  and  providing  for  the
  repeal of such provisions upon the expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The highway law is amended by adding a new  section  67  to
read as follows:
  S 67. PILOT PROGRAM. 1. THE COMMISSIONER SHALL ESTABLISH AND IMPLEMENT
A COMPREHENSIVE PILOT PROGRAM TO REVIEW AND STUDY THE USE OF COMBINATION
SPEED  BUMPS  AND  TRAFFIC  SPIKES ON HIGHWAY RAMPS TO PREVENT MOTORISTS
FROM ENTERING THE HIGHWAY IN THE WRONG DIRECTION. THE COMMISSIONER SHALL
PROMULGATE RULES, REGULATIONS AND REQUIREMENTS:
  A. ESTABLISHING THE LOCATION OF THE PILOT PROGRAM;
  B. ESTABLISHING THE NUMBER OF TRAFFIC SPIKE UNITS TO BE USED;
  C. ESTABLISHING SAFETY STANDARDS; AND
  D. ESTABLISHING THE PLACEMENT AND USE OF SUCH UNITS.
  2. THE COMMISSIONER IS AUTHORIZED AND DIRECTED TO PROMULGATE ANY OTHER
RULES AND REGULATIONS NECESSARY FOR THE IMPLEMENTATION OF THE PROVISIONS
OF THIS SECTION.
  3. WITHIN ONE YEAR OF THE ESTABLISHMENT  AND  IMPLEMENTATION  OF  THIS
SECTION,  THE  COMMISSIONER  SHALL REPORT TO THE GOVERNOR, THE TEMPORARY
PRESIDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY  ON  SUCH  PILOT
PROGRAM AND ITS RESULTS. SUCH REPORT SHALL INCLUDE RECOMMENDATIONS AS TO
THE FUTURE USE OF SUCH SPEED BUMPS AND TRAFFIC SPIKES.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law and shall expire and be deemed repealed three
years after such effective date.

PREVENT  MOTORISTS  FROM ENTERING STATE CONTROLLED HIGHWAYS IN THE WRONG
DIRECTION. THE COMMISSIONER  SHALL  PROMULGATE  RULES,  REGULATIONS  AND
REQUIREMENTS:
