AN ACT to amend the village law, in relation to continuing the existence
  and operation of the special districts and  improvement  districts  of
  the town of Woodbury that are wholly contained in the village of Wood-
  bury

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 2-254 of the village law is amended by adding a new
subdivision 10 to read as follows:
  10. NOTWITHSTANDING ANY OTHER PROVISION OF THIS ARTICLE AND REGARDLESS
OF THE INCORPORATION OF THE  VILLAGE  OF  WOODBURY,  IN  THE  COUNTY  OF
ORANGE,  THE TOWN OF WOODBURY CONSOLIDATED WATER DISTRICT, HIGHLAND LAKE
ESTATES SEWER DISTRICT, HIGHLAND LAKE ESTATES WATER DISTRICT, AMDUR PARK
WATER DISTRICT NUMBER 6, TOWN OF WOODBURY  CONSOLIDATED  SEWER  DISTRICT
NUMBER 1, APPLE HILL ESTATES STORM DRAINAGE DISTRICT, WEST POINT ESTATES
STORM  DRAINAGE  DISTRICT, WOODBURY JUNCTION STORM DRAINAGE DISTRICT AND
ANY OTHER DISTRICTS OF THE TOWN OF WOODBURY, WITH THE EXCEPTION  OF  THE
WOODBURY  FIRE DISTRICT, THAT ARE WHOLLY CONTAINED WITHIN THE VILLAGE OF
WOODBURY SHALL NOT CEASE TO EXIST AS THE RESULT OF THE INCORPORATION  OF
THE VILLAGE OF WOODBURY, BUT SHALL CONTINUE TO EXIST AND OPERATE AS TOWN
OF   WOODBURY  DISTRICTS  AS  THEY  EXISTED  AND  OPERATED  ON  DECEMBER
THIRTY-FIRST, TWO THOUSAND  EIGHT.  SUCH  DISTRICTS  SHALL  CONTINUE  TO
PROVIDE  WATER,  SEWER AND DRAINAGE SERVICES ON AND AFTER DECEMBER THIR-
TY-FIRST, TWO THOUSAND NINE WITHIN THE BOUNDARIES OF SUCH DISTRICTS. THE
TOWN BOARD OF THE TOWN OF WOODBURY SHALL CONTINUE AS THE GOVERNING  BODY
OF  ALL  SUCH DISTRICTS ON AND AFTER DECEMBER THIRTY-FIRST, TWO THOUSAND
NINE. ALL ASSETS, DEBTS, LIABILITIES, CONTRACTS, CAUSES  OF  ACTION  AND
OTHER ENTITLEMENTS OF SUCH DISTRICTS SHALL SURVIVE ON AND AFTER DECEMBER
THIRTY-FIRST, TWO THOUSAND NINE.
  S 2. This act shall take effect immediately.

  ordered reprinted as amended and recommitted to said committee

AN ACT to authorize the village of Woodbury to transfer the operation of
  the  special  districts and improvement districts of the town of Wood-
  bury that are wholly contained in the village of Woodbury to the  town
  of Woodbury

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Notwithstanding any other provision of law to the  contra-
ry,  the  board of trustees of the village of Woodbury hereby authorizes
the mayor and village clerk to execute and file any  and  all  necessary
documents to ensure:
  The transfer to the town of Woodbury of all authority, responsibility,
assets,  debts, liabilities, contracts, causes of action and other enti-
tlements for all former special districts of  the  town  that  had  been
transferred  to  the  village of Woodbury by operation of New York state
law as a result of the incorporation of the village of Woodbury,  except
for the former fire district; and
  That  the  village  of  Woodbury  employees  related  to  such special
districts continue in the same positions as employees  of  the  town  of
Woodbury  and have all the rights provided by the civil service law, and
local and collective bargaining agreements, as if their former positions
had not previously been transferred to the  village  but  had  continued
with the town of Woodbury.
  S 2. This act shall take effect immediately.
