AN  ACT  to  amend  the  social  services  law, in relation to immigrant
  services; and making an appropriation therefor

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision (i) of section 17 of the social services law,
as relettered by section 1 of part K-3 of chapter  57  of  the  laws  of
2007,  is  relettered subdivision (j) and a new subdivision (i) is added
to read as follows:
  (I) ESTABLISH AN IMMIGRANT OPPORTUNITIES INITIATIVE TO BE ADMINISTERED
BY THE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE'S BUREAU OF REFUGEE
AND IMMIGRANT AFFAIRS TO PROVIDE COMPETITIVE GRANTS TO SUPPORT QUALIFIED
COMMUNITY-BASED ORGANIZATIONS TO PROVIDE:   (I) ADULT  ENGLISH  LANGUAGE
AND  CIVICS  INSTRUCTION CLASSES; (II) CITIZENSHIP SERVICES; (III) IMMI-
GRATION LEGAL SERVICES; AND/OR (IV) IMMIGRANT-WORKER LEGAL SERVICES  FOR
ALL IMMIGRANTS, IRRESPECTIVE OF IMMIGRATION STATUS.
  S  2. The sum of ten million dollars ($10,000,000), or so much thereof
as may be necessary, is hereby appropriated to the office  of  temporary
and disability assistance out of any moneys in the state treasury in the
general  fund  to the credit of the local assistance account, not other-
wise appropriated, and made immediately available  for  the  purpose  of
carrying  out  the  provisions  of  subdivision (i) of section 17 of the
social services law, as added by section one of this  act.  Such  moneys
shall be payable on the audit and warrant of the comptroller on vouchers
certified or approved by the commissioner of the office of temporary and
disability assistance in the manner prescribed by law.
  S 3. This act shall take effect immediately.
