AN ACT to direct the commissioner of health to create cultural education
  demonstration programs for AIDS health care providers

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The commissioner of health shall promulgate rules and regu-
lations creating a demonstration program to provide  cultural  education
demonstration  programs  for  health  care  providers  to  patients with
acquired immunodeficiency syndrome. Such  programs  shall  instruct  the
health  care providers on how to treat patients while being sensitive to
their cultural traditions and mores.
  S 2. The demonstration programs provided for by section  one  of  this
act  shall provide education in the cultures of the Latin American coun-
tries and the Asian countries.
  S 3. The commissioner of health shall report to the legislature  eigh-
teen  months after the programs have been established on the functioning
of the programs along with recommendations for the permanent  establish-
ment  of  cultural  education  demonstration  programs  for  health care
providers.
  S 4. This act shall take effect one year after it shall have become  a
law;  provided, however, that all regulations necessary to carry out the
provisions of this act shall be promulgated before such effective date.

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The commissioner of health shall promulgate rules and regu-
lations  creating  a demonstration program to provide cultural education
demonstration programs for health care providers to patients with  human
immunodeficiency virus/acquired immunodeficiency syndrome. Such programs
shall  instruct the health care providers on how to treat patients while
being sensitive to their cultural traditions and mores.
  S 2. The demonstration programs provided for by section  one  of  this
act  shall provide education in the cultures of the Latin American coun-
tries and the Asian countries.
  S 3. The commissioner of health shall report to the legislature  eigh-
