AN ACT relating to reporting on  the  tuition  assistance  program;  and
  providing for the repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Report on the tuition assistance program. The president  of
the  higher  education  services corporation shall develop and prepare a
report on the tuition assistance program (TAP) which shall be  submitted
by  February 15 of each year to the governor, the majority leader of the
senate, the speaker of the assembly, the chair  of  the  senate  finance
committee,  the  chair  of the assembly ways and means committee and the
chairs of the higher education committees in both  houses.  Such  report
shall  review and include, but not be limited to, information or data on
the following areas:
  (1) All polices regarding, and the costs associated with, the distrib-
ution of TAP funds to both full-time and part-time TAP recipients.
  (2) Payment schedules, certification times, and  repayment  procedures
for TAP.
  (3)  A  survey of the eligibility requirements for full-time and part-
time TAP recipients.
  (4) A review of all procedures  for  the  adjustments  of  income  for
change  in  circumstance and its impact and utilization by recipients of
TAP, at each institution, each semester or trimester.
  (5) The number and circumstances under which one-time exemptions  from
academic  progress  requirements  were  granted to recipients of TAP, at
each institution, each semester or trimester.
