AN  ACT  to  amend the vehicle and traffic law, in relation to stopping,
  standing or parking in specified places

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section 1202 of the vehicle and traffic law is amended by
adding a new subdivision (d) to read as follows:
  (D) NOTWITHSTANDING THE PROVISIONS OF THIS SECTION  TO  THE  CONTRARY,
ANY  PERSON  WHO IS A RESIDENT OF THE VILLAGE OF PELHAM IN THE COUNTY OF
WESTCHESTER MAY, BETWEEN THE HOURS OF 11:00 P.M. AND 7:00 A.M.,  PARK  A
VEHICLE IN A DRIVEWAY OF THEIR RESIDENCE IN SUCH A MANNER THAT THE VEHI-
CLE  IS  ALSO  PARKED ON A SIDEWALK, PROVIDED THAT SAID PERSON HAS FIRST
APPLIED FOR AND RECEIVED  AUTHORIZATION  FROM  THE  VILLAGE  OF  PELHAM,
ACTING  BY  AND THROUGH ITS BOARD OF TRUSTEES, TO PARK SAID VEHICLE ON A
SIDEWALK BECAUSE OF THE LIMITED SIZE OF THE RESIDENTIAL DRIVEWAY.
  S 2. This act shall take effect immediately.

WHILE  STILL  ALLOWING FOR THE PUBLIC USE OF THE SIDEWALK IN AN EASY AND
COMMODIOUS MANNER, PROVIDED THAT SAID PERSON HAS FIRST  REGISTERED  WITH
THE  POLICE DEPARTMENT, UNLESS ON AN EXISTING LIST CREATED BY THE PELHAM
VILLAGE GOVERNMENT, TO PARK SAID VEHICLE ON A SIDEWALK  BECAUSE  OF  THE
LIMITED SIZE OF THE RESIDENTIAL DRIVEWAY.
  S 2. This act shall take effect immediately.
