BILL NUMBER:A8309 REVISED 6/17/09 TITLE OF BILL: An act relating to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement Purpose: Relates to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement. Justification: This bill will allow Yvonne D. Mosca to receive full family health coverage without cost as she received since 1975 under the New York State insurance program upon her retirement. When an individual (Yvonne D. Mosca) serves within a public institution within New York State for so many years of services; they are entitled to NYS retirement benefits and should be able to continue the same health care coverage. Yvonne D. Mosca has worked for the city of Mount Vernon between 1975 and 1985, the New York State Assembly from 1985 to 1995.1n 1.995 Yvonne D. Mosca was rehired by the city of Mount Vernon and would like to retire in June of 2009 with full health care benefits Fiscal Implications: OPEB employer liability amounts for the retired city employee Yvonne Mosca DOB 4/21/1944: 100% City Paid: $246,000-50% individual/Dependent 35% dependent city paid $133,000 the percentages above apply to NYSHIP premiums; Medicare Part B is paid 100% by the city.

PRETLOW -- read once and referred to the Commit- tee on Governmental Employees AN ACT relating to providing certain health insurance benefits to Yvonne D. Mosca upon her retirement THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of state or local law to the contrary, Yvonne D. Mosca, a current tier 2 member of the New York state and local employees' retirement system, who was an employee of the city of Mount Vernon from 1975 until 1985, who was rehired by such city in 1995 and who was employed by the New York state legislature from 1985 until 1995, shall be entitled to receive full family coverage under the New York state health insurance program upon her retirement. One hundred percent of the costs of such coverage shall be borne by the city of Mount Vernon. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11679-01-9

FISCAL NOTE.--The health insurance coverage cost for Yvonne Mosca is as follows: Family coverage with two Medicare reimbursements for the covered year 2009: Monthly premium $ 468.36 Less: Medicare premium $96.40 x 2 ($ 192.80) Net monthly premium $ 275.56 12 month figure $ 3,306.72. The comptroller's office of the city of Mount Vernon cannot predict what the yearly amounts will be in the future. This estimate, dated June 3, 2009, was prepared by Maureen Walker, C.P.A., comptroller, City of Mount Vernon.
