BILL NUMBER:A9043 TITLE OF BILL: An act authorizing the town of Brookhaven, Suffolk county to establish a special medical district and to appropriate, collect and expend monies in furtherance thereof PURPOSE: This legislation would authorize the establishment of a special medical district in the unincorporated Fire Island Pines area of the town of Brookhaven. SUMMARY OF PROVISIONS: Section 1 of this bill is a special act to authorize the Town of Brookhaven, under the procedural special improvement district establishment provisions set forth in Article 12-A of the Town Law, to establish a medical district in the unincorporated Fire Island Pines area of the Town of Brookhaven, Suffolk County. This special medical' district is needed to allow Fire Island Pines to contract for EMS services, provide housing for EMTs among other necessary medical services. Section 2 allows the town board certain authorities as it pertains to acquire, build and maintain real property or structure.

FIELDS -- read once and referred to the Committee on Local Governments AN ACT authorizing the town of Brookhaven, Suffolk county to establish a special medical district and to appropriate, collect and expend monies in furtherance thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Pursuant to article 12 or 12-A of the town law, the town board of the town of Brookhaven, Suffolk county, may establish a special medical district in the unincorporated Fire Island Pines area of the town of Brookhaven, Suffolk county to contract for emergency medical services, provide lease housing for emergency medical technicians and for the purchase of necessary medical equipment. In addition this district shall provide for financial support of other medical services such as Lyme Disease prevention, vector control, and operating budget support for an already existing physician's office and disability cart serving residents of such area. S 2. In furtherance of such purposes, the town board is hereby author- ized to appropriate, collect and expend such sums as it shall deem necessary and appropriate to reconstruct, repair, operate, equip and maintain suitable buildings therefor and to acquire by purchase, lease, or gift any necessary real property or structures therefor. S 3. The costs and expenses approved pursuant to this act shall be assessed, levied and collected from the several lots and parcels of land within the unincorporated Fire Island Pines area of the town of Brookha- ven, Suffolk county. Notwithstanding the provisions of any law to the contrary, the town board of the town of Brookhaven may contract with a medical entity for the provision of emergency medical services to promote the health, safety and welfare of the residents and visitors of the Fire Island Pines area. An expenditure authorized and approved pursuant to this act shall be assessed, levied and collected from the several lots and parcels of land within the special improvement district in the same manner and at the same time as other town charges. However, nothing contained herein shall be so construed to prevent the financing in whole or in part, by the town of Brookhaven on behalf of the special improvement district pursuant to the local finance law, of any expenditure enumerated in this act.
