BILL NUMBER:A9882 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to exception of historical motor vehicles from the metropolitan commuter transportation district supplement registration fee PURPOSE OR GENERAL IDEA OF BILL: Amends §499-a to exempt historical motor vehicles from the supplemental registration fee. These vehicles are defined in schedule G of subdivision 7 of §401 of the vehicle and traffic law. JUSTIFICATION: Historic motor vehicles, as defined in the law, are used for shows, parades, public events and good will purposes, While they must pay a registration fee to be on the road, it is unreasonable to ask them to pay this supplemental fee when they are not driven on any regular basis. They are owned by collectors who only drive them for these special events, usually for short distances. As a matter of fact, you cannot use a historical vehicle for daily transportation. ABBATE, BOYLAND, JAFFEE, MARKEY, THIELE, TITONE, ZEBROWSKI -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to exception of historical motor vehicles from the metropolitan commuter transporta- tion district supplement registration fee THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 499-a of the vehicle and traffic law, as added by section 1 of part B of chapter 25 of the laws of 2009, is amended to read as follows: S 499-a. Metropolitan commuter transportation district supplemental registration fee. Registrants residing in the metropolitan commuter transportation district shall upon the registration or renewal of a motor vehicle, EXCEPT A HISTORICAL MOTOR VEHICLE AS DEFINED IN SCHEDULE G OF SUBDIVISION SEVEN OF SECTION FOUR HUNDRED ONE OF THIS TITLE, be charged a supplemental registration fee to be paid to the commissioner or his or her agent in accordance with the provisions of this article.
