BILL NUMBER:A9887 TITLE OF BILL: An act to amend the social services law, in relation to requiring the provision of kitchen facilities in certain locations that temporarily house homeless individuals or accept certain government subsidies outside of the city of New York PURPOSE: Requires kitchen facilities in locations that temporarily house homeless individuals or accept government subsidies to house such indi- viduals outside of the City of New York. SUMMARY OF PROVISIONS: Section 20 of the social services law is amended by adding a new subdivision 9 providing for the Office of Temporary and Disability Assistance promulgation and implementation of rules and regu- lations that shall be necessary to require kitchen facilities in locations that temporarily house homeless individuals or accept govern- ment subsidies to house such individuals, located outside of the City of New York. JUSTIFICATION:The Office of Temporary and Disability Assistance adminis- ters an array of programs to address homelessness in New York State. However, there may be instances where homeless individuals must be placed in a temporary shelter until a more permanent place can be found. Many temporary facilities like hotels or motels may not be equipped with on-site kitchen facilities, so they are unable to provide dining services. Accordingly, many individuals are forced to fend for them-

THIELE, ALESSI -- read once and referred to the Committee on Social Services AN ACT to amend the social services law, in relation to requiring the provision of kitchen facilities in certain locations that temporarily house homeless individuals or accept certain government subsidies outside of the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 20 of the social services law is amended by adding a new subdivision 9 to read as follows: 9. THE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE SHALL, WITHIN ONE HUNDRED EIGHTY DAYS OF THE EFFECTIVE DATE OF THIS SUBDIVISION, PROMUL- GATE AND IMPLEMENT ANY AND ALL RULES AND REGULATIONS AS SHALL BE NECES- SARY TO REQUIRE KITCHEN FACILITIES IN LOCATIONS THAT TEMPORARILY HOUSE HOMELESS INDIVIDUALS OR ACCEPT GOVERNMENT SUBSIDIES TO HOUSE SUCH INDI- VIDUALS, LOCATED OUTSIDE OF THE CITY OF NEW YORK, PROVIDED TO ANY PERSON PURSUANT TO THIS CHAPTER.
