TITLE OF BILL :
An act to amend a chapter of the laws of 2009, amending the arts and
cultural affairs law relating to prohibiting the agents of an operator
from reselling tickets to secondary ticket resellers, as proposed in
legislative bills numbers S.3821-B and A.7950-D, in relation to
reviving the provisions of article 25 of such law
PURPOSE OR GENERAL IDEA OF THE BILL :
The purpose of this bill is to ensure that article 25 of the arts and
cultural affairs law is in fact revived, and will have been in full
force since June 1, 2009.
SUMMARY OF PROVISIONS :
Section one of the bill amends a chapter of 2009, amending the arts
and cultural affairs law and adds a new section 2-a to legislative
bills S.3821-B and A.7950-D reviving article 25 of the arts and
cultural affairs law.
JUSTIFICATION :
This bill would make sure that there is never a lapse of the article
25 of the arts and cultural affairs law, even if the bill is riot
signed, i.e. continue the law until a signature so there is no
disruption of, or confusion in, the entertainment industry which is so

AN ACT to amend a chapter of the laws of 2009, amending the arts and
cultural affairs law relating to prohibiting the agents of an operator
from reselling tickets to secondary ticket resellers, as proposed in
legislative bills numbers S. 3821-B and A. 7950-D, in relation to
reviving the provisions of article 25 of such law
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. A chapter of the laws of 2009, amending the arts and
cultural affairs law relating to prohibiting the agents of an operator
from reselling tickets to secondary ticket resellers, as proposed in
legislative bills numbers S. 3821-B and A. 7950-D, is amended by adding
a new section 2-a to read as follows:
S 2-A. NOTWITHSTANDING THE PROVISIONS OF ARTICLE 5 OF THE GENERAL
CONSTRUCTION LAW, IF THIS ACT SHALL TAKE EFFECT AFTER JUNE 1, 2009, THE
PROVISIONS OF ARTICLE 25 OF THE ARTS AND CULTURAL AFFAIRS LAW ARE HEREBY
REVIVED AND SHALL CONTINUE IN FULL FORCE AND EFFECT AS THEY EXISTED ON
JUNE 1, 2009.
S 2. This act shall take effect on the same date and in the same
manner as a chapter of the laws of 2009, amending the arts and cultural
affairs law relating to prohibiting the agents of an operator from
reselling tickets to secondary ticket resellers, as proposed in legisla-
tive bills numbers S. 3821-B and A. 7950-D, takes effect.
EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
[ ] is old law to be omitted.
