Introduced  by  Sen.  LARKIN -- read twice and ordered printed, and when
  printed to be committed to the Committee  on  Education  --  committee
  discharged, bill amended, ordered reprinted as amended and recommitted
  to said committee

AN  ACT to amend the education law, in relation to authorizing boards of
  cooperative educational services to enter into contracts  with  public
  libraries for high-speed telecommunications services

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Section 256 of the education law is amended  by  adding  a
new subdivision 3 to read as follows:
  3.   BOARDS   OF  COOPERATIVE  EDUCATIONAL  SERVICES  (BOCES),  SCHOOL
DISTRICTS OR REGIONAL INFORMATION CENTERS (RICS) ARE  HEREBY  AUTHORIZED
TO ENTER INTO CONTRACTS WITH PUBLIC OR ASSOCIATION LIBRARIES AND LIBRARY
SYSTEMS FOR THE PURPOSE OF PROVIDING TELECOMMUNICATIONS SERVICES INCLUD-
ING,  BUT  NOT  LIMITED  TO,  INTERNET  AND TELEPHONE SERVICES. ANY SUCH
PROPOSED CONTRACT SHALL BE SUBJECT TO THE REVIEW  AND  APPROVAL  OF  THE
COMMISSIONER,  WHO  MAY ONLY APPROVE SUCH PROPOSED CONTRACT WHEN, IN THE
COMMISSIONER'S OPINION, SUCH CONTRACT WILL RESULT IN A COST  SAVINGS  OR
MORE  ECONOMICAL  UTILIZATION  OF RESOURCES FOR EITHER PARTY INVOLVED IN
THE CONTRACT.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law.
