BILL NUMBER: S7132
TITLE OF BILL :
An act to amend the environmental conservation law, in relation to
establishing the antler restriction program
PURPOSE :
Creating in law the Antler Restriction Program and the six Wildlife
Management Units affected.
SUMMARY OF PROVISIONS :
Section 1 amends the Environmental Conservation Law by adding a new
section 11-0914 creating the Antler Restriction Program. Definitions
of Antlered Deer and Wildlife Management Unit are defined. The program
will apply to Wildlife Management Units 3C, 3H, 3J, 3K, the portion of
3A in Ulster, Sullivan, and Delaware counties and the portion of 4R in
Ulster and Delaware counties. The program applies to all public and
private land within the Wildlife Management Unit. Hunters under the
age of 17 are exempt from the program.
EXISTING LAW :
Currently the DEC has an antler restriction program in Wildlife
Management Units 3C, 3H, 3J and 3K. Local supporters have requested an
expansion of the program into two new Wildlife Management Units.

AN ACT to amend the environmental conservation law, in relation to
establishing the antler restriction program
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The environmental conservation law is amended by adding a
new section 11-0914 to read as follows:
S 11-0914. ANTLER RESTRICTION PROGRAM.
1. DEFINITIONS. A. AN "ANTLERED DEER" IS DEFINED AS A DEER WITH AT
LEAST ONE ANTLER MEASURING THREE INCHES OR MORE IN LENGTH.
B. "WILDLIFE MANAGEMENT UNIT" MEANS WILDLIFE REGIONS AS DEMARCATED BY
THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION.
2. RESTRICTIONS AND APPLICATION. A. ANY PERSON WHO HUNTS OR TAKES DEER
UNDER A VALID PERMIT OR LICENSE DURING THE BOWHUNTING, REGULAR AND
MUZZLELOADING DEER SEASONS IS RESTRICTED TO THE HUNTING OR TAKING OF
DEER WITH AT LEAST ONE ANTLER WITH AT LEAST THREE POINTS. EACH POINT
MUST BE AT LEAST ONE INCH LONG MEASURED FROM THE MAIN ANTLER BEAM.
B. THIS PROGRAM APPLIES TO ALL PUBLIC AND PRIVATE LAND WITHIN THE
SPECIFIED WILDLIFE MANAGEMENT UNITS.
3. WILDLIFE MANAGEMENT UNITS. THESE RESTRICTIONS SHALL ONLY APPLY TO
WILDLIFE MANAGEMENT UNITS 3C, 3H, 3J, 3K, THAT PORTION OF UNIT 3A IN
ULSTER, SULLIVAN AND DELAWARE COUNTIES, AND THAT PORTION OF UNIT 4R IN
ULSTER AND DELAWARE COUNTIES.
4. EXEMPTIONS FROM REQUIREMENTS. HUNTERS UNDER THE AGE OF SEVENTEEN
ARE EXEMPT FROM THE PROVISIONS OF THIS SECTION AND MAY TAKE ANY DEER
WITH AN ANTLER OR ANTLERS MEASURING THREE INCHES OR MORE IN LENGTH.
S 2. This act shall take effect immediately.

section 11-0914 creating the Yearling Buck Protection Program.
Definitions of Antlered Deer and Wildlife Management Unit are defined.

that portion of unit 3A south and west of State Route 28. The program
applies to all public and private land within the Wildlife Management
Unit. Hunters under the age of 17 are exempt from the program.
