TITLE OF BILL: An act to amend the general municipal law, in relation
to exempting library districts from consolidation or dissolution
PURPOSE: To exclude libraries from being either consolidated or
dissolved.
SUMMARY OF PROVISIONS: To Exclude Libraries from consolidation under 74
of the laws of 2009.
JUSTIFICATION: Libraries are vital services throughout the state. Both
serve citizens of all social-economic backgrounds. Libraries are learn-
ing institutions that provide other services other than checking out
books. Many provide programs for not only children but the elderly popu-
lation. A large part of the states population depends on these services
and the locations for safety and learning, making them vital to the
future of our cities, towns and villages.
LEGISLATIVE HISTORY: 2009 New bill.
FISCAL IMPLICATIONS: None since they are already in place.
EFFECTIVE DATE: This act shall take effect at the same time and in the
same manner as a chapter of the laws of 2009

AN ACT to amend the general municipal law, in relation to exempting
library districts from consolidation or dissolution
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subdivision 13 of section 750 of the general municipal law,
as added by chapter 74 of the laws of 2009, is amended to read as
follows:
13. "Local government entity" or "entity" shall mean a town, village,
district, special improvement district or other improvement district,
including, but not limited to, special districts created pursuant to
[articles] ARTICLE eleven, twelve, twelve-A or thirteen of the town law,
[library districts,] and other districts created by law; provided,
however, that a local government entity shall not include school
districts, city districts, LIBRARY DISTRICTS or special purpose
districts created by counties under county law.
S 2. This act shall take effect on the same date and in the same
manner as chapter 74 of the laws of 2009, takes effect.
