TITLE OF BILL: An act to amend the social services law, in relation to
establishment of citizen review panels for the counties of Nassau and
Suffolk and Rockland and Westchester
PURPOSE: To create a citizen review panel for Nassau, Suffolk, Rock-
land, and Westchester counties.
SUMMARY OF PROVISIONS: Creates a 4th citizen review panel, also estab-
lishes that one of these citizen review panels shall be established for
the Counties of Nassau, Suffolk, Rockland, and Westchester Counties.
Section 2 is the effective date.
JUSTIFICATION: Citizen review panels evaluate the extent to which the
State and social services districts are effectively discharging their
child protection responsibilities. Such panels are comprised of communi-
ty volunteers, including persons who have expertise in the prevention
and treatment of child abuse and maltreatment. Each panel is responsible
for publishing an annual report containing: (1) a summary of the panel's
activities; and (2) any findings and recommendations of the panel.
Currently Currently there are 3 citizen review panels one for the five
boroughs of New York City, one covering the 17 western most counties,
and one that covers the remaining 40 counties. Because of the sheer
amount of distance and cases being handled it is necessary to create a

AN ACT to amend the social services law, in relation to establishment of
citizen review panels for the counties of Nassau and Suffolk and Rock-
land and Westchester
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subdivision 1 of section 371-b of the social services law,
as added by chapter 136 of the laws of 1999, is amended to read as
follows:
1. There shall be established at least [three] FOUR citizen review
panels. At least one panel shall be established for the city of New
York, AT LEAST ONE PANEL SHALL BE ESTABLISHED FOR THE COUNTIES OF
NASSAU, SUFFOLK, ROCKLAND AND WESTCHESTER and at least two panels shall
be established for social services districts or combinations of
districts outside of the city of New York. The panel in the city of New
York shall create one subcommittee for each borough for the purposes of
evaluating the extent to which the state and the social services
district are discharging their child protection responsibilities within
that particular borough, in accordance with [subsection] SUBDIVISION
three of this section. The office of children and family services shall
make available resources to support the needs of each citizen review
panel.
S 2. This act shall take effect immediately.
