BILL NUMBER:A10393 TITLE OF BILL: An act to amend the county law, in relation to the power of the county of Nassau to establish a Nassau county board of plumbing examiners to provide for county-wide plumbing licensure PURPOSE: This bill permits Nassau County to implement a county-wide licensing system for plumbers, in the same manner as Westchester county. SUMMARY OF PROVISIONS: This bill amends the County Law by adding a new section 236-c to permit Nassau County to implement a county-wide licens- ing system for plumbers in the same manner as Westchester County. JUSTIFICATION: Westchester is currently permitted by state law to main- tain a countywide licensing system for plumbers, superseding any previ- ous town or village licensing laws or ordinances. This bill extends the same option to Nassau County. Nassau County has a vast number of poli- tical jurisdictions with differing local laws. This has led to an overly complicated licensing environment for tradesmen such as plumbers. For example, more than sixty local governments within. Nassau County license plumbers performing work within their jurisdiction. Tradesmen, therefore, must seek numerous licenses if they intend to work within the County. This legislation would simplify this licensing system. This Act also has the potential to improve the regulation of these trades. presently, a plumber whose license is revoked in one village may

LAVINE -- read once and referred to the Committee on Local Governments AN ACT to amend the county law, in relation to the power of the county of Nassau to establish a Nassau county board of plumbing examiners to provide for county-wide plumbing licensure THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The county law is amended by adding a new section 236-c to read as follows: S 236-C. NASSAU COUNTY PLUMBING LICENSING. 1. NOTWITHSTANDING THE PROVISIONS OF THE GENERAL CITY LAW OR ANY OTHER LAW TO THE CONTRARY, THE COUNTY OF NASSAU IS HEREBY AUTHORIZED TO ESTABLISH A NASSAU COUNTY BOARD OF PLUMBING EXAMINERS AND TO EMPOWER SUCH BOARD TO ASSUME ALL LICENSING DUTIES WITHIN THE COUNTY OF NASSAU WITH RESPECT TO THE LICENSURE OF PLUMBERS. THE COUNTY OF NASSAU SHALL PROVIDE FOR PLUMBERS' DUTIES AND RESPONSIBILITIES IN ACCORDANCE WITH THE LOCAL LAW OF SUCH COUNTY. 2. LOCAL LAWS ENACTED PURSUANT TO THIS SECTION SHALL SUPERSEDE THE PROVISIONS OF ANY LICENSING REQUIREMENTS PROMULGATED BY A CITY PURSUANT TO THE GENERAL CITY LAW. S 2.
