BILL NUMBER:A10456 TITLE OF BILL: An act to amend the executive law, in relation to the creation of a system of uniform identification cards for firefighters and emergency services personnel PURPOSE: This bill seeks to create a system of uniform identification cards for firefighters and emergency services personnel and to establish a statewide database for the purpose of creating, distributing, and monitoring uniform, identification cards for paid and volunteer fire- fighters and emergency services personnel. SUMMARY OF PROVISIONS: This bill would amend the executive law to estab- lish a centralized database to coordinate the creation, distribution, and monitoring of uniform identification cards. This would provide mini- mum standards that the uniform identification cards must meet, and grant the Director of the Office of Homeland Security with the discretion to promulgate rules and regulations necessary to implement the provisions of this legislation. JUSTIFICATION: Currently, there is no system in place that would allow law enforcement and emergency management officials to analyze and moni- tor the levels of critical human resources. Also, there is no uniform identification system for firefighters or emergency medical services personnel. This not only poses a security risk, but, also threatens the state's and localities' ability to respond to emergencies efficiently

CASTELLI -- read once and referred to the Commit- tee on Governmental Operations AN ACT to amend the executive law, in relation to the creation of a system of uniform identification cards for firefighters and emergency services personnel THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 709-a to read as follows: S 709-A. UNIFORM IDENTIFICATION CARDS FOR FIREFIGHTERS AND EMERGENCY SERVICES PERSONNEL. 1. THE DIRECTOR SHALL ESTABLISH AND MAINTAIN A STATEWIDE DATABASE FOR THE PURPOSE OF CREATING, DISTRIBUTING AND MONI- TORING UNIFORM IDENTIFICATION CARDS FOR ALL FIREFIGHTERS AND EMERGENCY SERVICES PERSONNEL IN THE STATE. THE DIRECTOR SHALL COORDINATE WITH THE DEPARTMENT OF STATE AND THE NEW YORK EMERGENCY SERVICES COUNCIL FOR THE TRANSMISSION OF INFORMATION SET FORTH IN SUBDIVISION TWO OF THIS SECTION AND ANY OTHER INFORMATION AS HE OR SHE DEEMS NECESSARY TO COMPLY WITH THE PROVISIONS OF THIS SECTION. 2. THE DIRECTOR SHALL DEVELOP AND DISTRIBUTE UNIFORM IDENTIFICATION CARDS TO ALL PAID AND VOLUNTEER FIREFIGHTERS AND EMERGENCY SERVICES PERSONNEL IN THIS STATE WHICH SHALL CONTAIN ALL THE FOLLOWING INFORMA- TION: (A) A PERSONAL IDENTIFICATION NUMBER AND SUCH PERSON'S BADGE NUMBER, IF APPLICABLE; (B) THE PERSON'S HEIGHT, WEIGHT, EYE COLOR, SEX AND RACE; (C) THE TOWN, VILLAGE, CITY, COUNTY, DEPARTMENT, DISTRICT, DIVISION, AGENCY OR MUNICIPALITY THE PERSON IS EMPLOYED WITH; (D) A DIGITIZED PHOTOGRAPH OF THE PERSON THAT SHALL BE THE PERSON'S DRIVER'S LICENSE PHOTOGRAPH AND SHALL BE OBTAINED FROM THE DEPARTMENT OF MOTOR VEHICLES; (E) A DISTINCTIVE MARK OR SYMBOL WHICH DESIGNATES THE PERSON'S SPECIAL EXPERTISE, TRAINING AND RANK, IF APPLICABLE; (F) THE NEW YORK STATE SEAL; (G) ANY OTHER INFORMATION THE DIRECTOR DEEMS APPROPRIATE.
