AN ACT to amend the social services law and the tax law, in relation  to
  applications for public assistance for minor children

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 21 of the social services law is amended by  adding
a new subdivision 9 to read as follows:
  9.  THE  COMMISSIONER OF TAXATION AND FINANCE AND HIS OR HER DESIGNEES
SHALL PROVIDE INFORMATION TO BE ACCESSIBLE  TO  THE  WELFARE  MANAGEMENT
SYSTEM  REGARDING  THE  IDENTITY  OF PERSONS CLAIMING A MINOR CHILD AS A
DEPENDENT WHEN AN APPLICATION FOR PUBLIC ASSISTANCE HAS  BEEN  MADE  FOR
THE  MINOR  CHILD.  THE  OFFICE  OF  CHILDREN AND FAMILY SERVICES OR THE
OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE SHALL PROVIDE THE  IDENTI-
FYING  INFORMATION FOR EACH MINOR CHILD, INCLUDING THE FULL NAME, SOCIAL
SECURITY NUMBER, AND DATE OF BIRTH, TO THE DEPARTMENT  OF  TAXATION  AND
FINANCE AND REQUEST INFORMATION FROM SUCH DEPARTMENT REGARDING THE IDEN-
TITY  OF  PERSONS  CLAIMING  THE MINOR CHILD AS A DEPENDENT FOR TAXATION
PURPOSES AND ANY OTHER INFORMATION DEEMED RELEVANT  TO  THE  APPLICATION
FOR PUBLIC ASSISTANCE.
  S  2.  The tax law is amended by adding a new section 171-u to read as
follows:
  S 171-U. PROVISION  OF  INFORMATION  REGARDING  MINOR  CHILDREN.  UPON
REQUEST FROM THE OFFICE OF CHILDREN AND FAMILY SERVICES OR THE OFFICE OF
TEMPORARY AND DISABILITY ASSISTANCE, THE DEPARTMENT SHALL PROVIDE INFOR-
MATION REGARDING THE TAX STATUS OF A MINOR CHILD FOR WHOM AN APPLICATION
FOR  PUBLIC ASSISTANCE HAS BEEN MADE, INCLUDING THE NAME, DATE OF BIRTH,
AND SOCIAL SECURITY NUMBER OF ANY PERSON CLAIMING SUCH MINOR CHILD AS  A
DEPENDENT  FOR  TAXATION PURPOSES AND ANY OTHER INFORMATION DEEMED RELE-
VANT FOR THE APPLICATION FOR PUBLIC ASSISTANCE.
  S 3. This act shall take effect immediately.
