AN  ACT to amend the administrative code of the city of New York and the
  vehicle and traffic law, in relation to  allowing  citizens  to  issue
  tickets  to designated officers and appointed employees of the parking
  violations bureau

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Subdivision h of section 19-203 of the administrative code
of the city of New York is amended and a new subdivision i is  added  to
read as follows:
  h.  To  prepare and issue a notice of violation in blank to members of
the police department, the fire department, the department of  transpor-
tation  and  to  other officers as the bureau by regulation shall deter-
mine. The notice of violation, when filled in and sworn to  or  affirmed
by  such  designated  officers,  and served as provided in this chapter,
shall constitute notice of the parking violation charged[.];
  I. TO ACCEPT SUBMISSIONS BY PEDESTRIANS OF PARKING VIOLATIONS  COMMIT-
TED  DURING WORKING HOURS BY DESIGNATED OFFICERS AND APPOINTED EMPLOYEES
EMPOWERED TO ISSUE APPEARANCE TICKETS OF THE PARKING VIOLATIONS  BUREAU.
THE  CITIZEN MAY FILE A COMPLAINT BY SUBMITTING PHOTOGRAPHIC EVIDENCE OF
SUCH PARKING VIOLATION TO THE BUREAU. THE BUREAU SHALL HEAR  AND  DETER-
MINE CHARGES OF THE VIOLATIONS IN ACCORDANCE WITH THIS TITLE.
  S  2. Subdivision 11 of section 237 of the vehicle and traffic law, as
added by chapter 379 of the laws of 1992, is amended and a new  subdivi-
sion 12 is added to read as follows:
  11.  To  adjudicate  the  liability  of  owners for violations of toll
collection  regulations  as  defined  in  and  in  accordance  with  the
provisions  of  section  two  thousand  nine  hundred eighty-five of the
public authorities law and sections sixteen-a, sixteen-b  and  sixteen-c
