AN  ACT to amend the insurance law, in relation to credit default insur-
  ance corporations, and to repeal certain provisions of  the  insurance
  law relating thereto

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Article 69 of the insurance law is REPEALED and a new arti-
cle 69 is added to read as follows:
                                ARTICLE 69
                  CREDIT DEFAULT INSURANCE CORPORATIONS
SECTION 6901. DEFINITIONS.
        6902. ORGANIZATION; FINANCIAL REQUIREMENTS.
        6903. CONTINGENCY, LOSS AND UNEARNED PREMIUM  RESERVES;  COLLAT-
                 ERAL.
        6904. LIMITATIONS.
        6905. POLICY FORMS AND RATES.
        6906. REINSURANCE.
        6907. APPLICABILITY OF OTHER LAWS.
        6908. RELATIONSHIP TO SECURITY FUND.
        6909. PENALTIES.
        6910. TRANSITION PROVISION.
  S 6901. DEFINITIONS: (A) "CREDIT DEFAULT INSURANCE" MEANS:
  (1) A SURETY BOND, OR OTHER CONTRACT, AND ANY GUARANTEE WHICH IS PAYA-
BLE UPON OCCURRENCE OF FINANCIAL LOSS, AS A RESULT OF THE FAILURE OF ANY
OBLIGOR ON OR ISSUER OF ANY DEBT INSTRUMENT OR OTHER MONETARY OBLIGATION
TO  PAY  WHEN  DUE  TO  BE  PAID BY THE OBLIGOR OR SCHEDULED AT THE TIME
INSURED TO BE RECEIVED BY  THE  HOLDER  OF  THE  OBLIGATION,  PRINCIPAL,
INTEREST, PREMIUM, DIVIDEND OR PURCHASE PRICE OF OR ON, OR OTHER AMOUNTS
