BILL NUMBER:A10800 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to eliminating the registration fee for gold star mother distinctive license plates PURPOSE: To eliminate the registration fee for Gold Star Mother license plates. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends subdivision 3 of section 404-1 of the Vehicle and Traffic Law,, to eliminate the regis- tration fee for Gold Star Mother License plates. Section 2 contains effective date. JUSTIFICATION: New Yorkers have a proud history of responding to the call to serve in our nations Armed Forces. Our nation is currently engaged in the longest war of its history, fighting entirely with an all-volunteer military. When the nation calls these warriors to difficult and dangerous places, our service men and women answer that call knowing that what they do protects those that they've left behind. The sacrifices made in defense of our nation are not only that of these brave warriors, but also that of the families who will not get to watch these men and women enjoy the fruits of their labor. BARCLAY, CASTRO, CONTE, CORWIN, GABRYSZAK, SALADINO, SAYWARD, TEDISCO, TITONE -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to eliminating the registration fee for gold star mother distinctive license plates THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 404-i of the vehicle and traffic law, as amended by chapter 486 of the laws of 1996, is amended to read as follows: 3. A distinctive plate issued pursuant to this section shall be issued in the same manner as other number plates [upon payment of the regular registration fee prescribed by section four hundred one of this arti- cle], provided, however, that no REGISTRATION FEE OR service charge shall be charged for such plate. S 2. This act shall take effect on the ninetieth day after it shall have become a law; provided that effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
