AN ACT to amend the penal law, in relation to  the misuse of solvents or
  formaldehyde based fluids

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 1 of  section  220.50  of  the  penal  law,  as
amended  by  chapter  627  of  the  laws  of 1990, is amended to read as
follows:
  1. Diluents, dilutants [or], adulterants, OR SOLVENTS,  including  but
not  limited  to, any of the following: quinine hydrochloride, mannitol,
mannite, lactose [or], dextrose, OR A FORMALDEHYDE BASED  FLUID  adapted
for  the  dilution  of  narcotic drugs or stimulants under circumstances
evincing an intent to use, or  under  circumstances  evincing  knowledge
that  some  person  intends  to use, the same for purposes of unlawfully
mixing, compounding, or otherwise preparing any narcotic drug or  stimu-
lant; or
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law.
